Navaratri Durga Puja Procedure - English Version



First perform Kalash Puja or Ghatsthapana

Now perform ‘Atma Puja’ for self-purification. This is done by the chanting of the following mantras:

OM APAVITRAH PAVITRO VA SARVAVASTHAM GATOAPI VA,

YAH SMARET PUNDARIKAAKSHAM SAVAHYABHYANTARAH SHUCHIH.



Tilak : Apply Tilak (an auspicious mark) on your forehead

This is followed by ‘Achamanam’ (drinking of holy water after accepting it in the palm of the hand), which cleans the throat to offer prayers with a clean throat.

The mantra runs as follows:

OM KESHAVAYA NAMAH, OM NARAYANAYA NAMAH, OM MADHAVAYA NAMAH, OM GOVINDAYA NAMAH (More names to be added).

Explanation: I bow to thee Keshav, I bow to thee Narayan, I bow to thee Madhav, I bow to thee Govind.

SANKALPA : To make a firm resolve (Sankalpa) to achieve the purpose of the ceremony. It is customary to take a little water in one’s hand and make resolve. (Mantra to be added)

First Ganapati Puja is done to see that whole puja goes without obstacles.

Ratnagiri District - Maharashtra



Ratnagiri (रत्नागिरी) district is located in the southwestern part of Maharashtra State on the Arabian Sea coast. The sorrounding area is bordered by the Sahyadri Hills on the East and Arabian Sea on the West.

It forms a part of the greater tract known as Konkan. This region was under the rule of the Mauryas, the Nalas, the Silaharas, the Chalukyas, the Kadambas, the Portuguese, the Marathas and subsequently the British.


It is also believed that the Pandavas having performed their pilgrimage on the 13th year had settled in the adjourning territory of the Ratnagiri district and when the Pandavas and the Kauravas had the famous war at Kuruskshetra, the king of this region Veeravat Ray had accompanied them there.


A fort was built during the Bijapur dynasty and strengthened in 1670 by the Maratha king Shivaji, which is located on a headland near the harbour. It is one of the ports of the konkan coast.

n 1731 Ratnagiri (रत्नागिरी) came under the control of Satara kings; in 1818 it was surrendered to the british.


It has a palace where the last king of Burma, Thibaw and later Veer Savarkar were confined.

In 1948 the independent princely state of Sawantwadi was merged with the Indian union and in 1956 with Bombay Province. In 1960 with the creation of Maharashtra, Ratnagiri became a district. In 1981 Ratnagiri district was bifurcated and the new district of Sindhudurg was created.


Ratnagiri has nine tahsils ; Mandangad, Dapoli, Khed, Chiplun, Guhagar, Sangameshwar, Ratnagiri, Lanja and Rajapur. Chief rivers in Ratnagiri are the Shastri, Bor, Muchkundi, Kajali.
Ratnagiri is the district headquarters. It is the birth place of Lokmanya Tilak and many other eminent personalities.

Ratnagiri is noted for the delicious golden Haapus हापुस [Alphonso] mangos.

Durga Saptashati Parayana - Some Procedures

There are various schemes of sampuṭa in caṇḍī vidhi (Saptashati parayana or reciting). "Sampuṭa" here means uttering the specific mantra before and after every verse of saptaśatī for all the 700 verses.

Some are sampuṭas for the entire hymn while some others are for each individual verse of saptaśatī. The most common scheme is one where the navākṣarī mahāmantra is recited 108 times at the
beginning and end of saptaśatī. Such use of sampuṭa is generally for sakāma pakṣa . Those reciting the hymn mainly for ātmalābha need not follow the saṃpuṭīkaraṇa scheme using navārṇa mantra.

  There are four recognized ways of saṃpuṭīkaraṇa of saptaśatī
using navārṇa mahāmantra. They are:

1. Reciting 108 navārṇa mantras at the beginning and end of the
entire saptaśatī hymn.
2. Reciting 108 navārṇa mantras at the beginning and end of
each of the three charitras.
3. Reciting 108 navārṇā mantras at the beginning and end of
each of the thirteen chapters of saptaśatī.
4. Reciting navārṇa mantra at the beginning and end of every
śloka of saptaśatī.

There are various prayogas which are detailed in tantras such as kātyāyanī, vārāhī and ḍāmara, as also by authorities such as nīlakaṇṭha and nāgojībhaṭṭā some of which are listed below.
sampuṭa here means uttering the specific mantra before and after every verse of saptaśatī for all the 700 verses. One example of sampuṭa is reading is sloka with praṇava or Omkāra: "OM + śloka + OM"


Samputa Schemes

1. By sampuṭa of sapraṇava vyāhṛtitraya a hundred times, one attains mantra siddhi (OM bhūḥ bhuvaḥ svaḥ + śloka + svaḥ bhuvaḥ bhūḥ OM)

2. By reciting sapraṇava vyāhṛtitraya at the beginning of every śloka, one attains mantra siddhi.

3. By sampuṭa of sapta vyāhṛti (OM bhūḥ bhuvaḥ svaḥ maḥ janaḥ manaḥ tapaḥ satyaṃ), one attains mantra siddhi.

4. By sampuṭa of gāyatrī mantra along with sapta vyāhṛti or vyāhṛtitraya, one attains immense merit.

5. By sampuṭa of the mantra jātavedase from the durgā sūkta, one attains all desired fruits.

6. By sampuṭa of śatākṣara tryambaka mantra, one is protected from death and disease. This mantra is formed by combining gāyatrī, jātavedase and tryambaka mantras.

7. By sampuṭa of the śloka śaraṇāgatadīnārta paritrāṇa
parāyaṇe, one achieves success in all endeavors.
8. By sampuṭa of the śloka karotu sā naḥ śubhaheturīśvarī, one
attains all desired fruits.
9. By sampuṭa of the śloka evaṃ devyā varaṃ labdhvā, one
attains all desired boons.
10. By sampuṭa of the śloka durge smṛtā harati, one is protected
from dangers of all kind.
11. By sampuṭa of the śloka sarvābādhāpraśamanaṃ, one is
freed from afflictions of all kinds. One can also recite this śloka
alone for the same purpose.
12. By reciting the śloka itthaṃ yadā yadā a lakh times, one is
freed from epidemics such as mahāmārī.
13. By reciting the śloka tato vavre nṛpo rājyaṃ a lakh times,
one gains back lost wealth and position.
14. By offering sadīpa balidāna reciting the śloka, hinasti
daityatejāṃsi, one is cured of bālagraha.
15. By a combined recitation of the śloka durge smṛtā harasi
along with the ṛk yadanti yacca dūrake, one is speedily freed
from all dangers and misery.
16. By sampuṭa of the śloka jnānināmapi cetāṃsi, one attains
the power of infatuation.
17. By sampuṭa of the śloka rogānaśeṣān, one is freed from all
diseases.
17. By sampuṭa of the śloka ityuktvā sā tadā devī, one is blessed
with knowledge.
18. The verse bhagavtyā kṛtaṃ sarvaṃ is very potent and
confers sarvasiddhi. It can be recited individually as a 112-
lettered mahāmantra to accomplish all desires.
16. By sampuṭa of the śloka devi prapannārtihare prasīda, one
is speedily liberated from dangers and misery of all kinds.
Performing the above prayogas in front of a lamp (durgā
dīpanamaskāra) grants very fast results.

१. सर्वप्रथभ, ’ आतम पूजा’ (self-purification) निम्नांकित  मन्त्र  के साथ करें :
OM APAVITRAH PAVITRO VA SARVAVASTHAM GATOAPI VA,
YAH SMRAIT PUNDARIKA AKSHAM  SA VAHY ABHYANTARAH SHUCHIH.


२. इसके बाद  ’आचमन’ (drinking of holy water after accepting it in the palm of the hand) करें , इससे हमारे  तन और  मन  की शुद्धी होती है, निम्नांकित  मन्त्र  पढ़ें :

OM SHRI KESHAVAYA NAMAH, OM SHRI NARAYANAYA NAMAH, OM SHRI MADHAVAYA NAMAH, OM SHRI GOVINDAYA NAMAH.


३. अब  संकलऩ (resolve) करें  और  देवी दुर्गा माँ का आह्वान करेन  औय उनसे प्राथाना करे की वे आपकी भनोकाभनाओं की ऩूतता कयें. इसके लरए हाथ भें जर रें औय निम्नांकित  भंि ऩाठ करें :
Aagachha Tvam Mahadevi ! Sthane Chatra Sthira Bhav. Yavata Pujaam Karisyami Tavata Tvam Snidho Bhav.

४. आसन
अऩना आसन ग्रहन कयें औय निम्नांकित  भंि के पूर अर्पित  करें :

श्री जगदम्बये दुर्गा देव्ये  नमः
Shri Jagadambaye DurgaDevye Namha. Durgadevimaawahayami. Aawahanartheye Pushpaanjali Samarpayami.
भाता को पूर अर्पित  कयें.
Om sarvmangal mangaleye shivesarvaarth sadhike, Sharneye Traymbake gauri Narayani Namostute.

पूर अवऩात कयें.


५. ऩाधा (Who ever is performing the Pooja)
निम्नांकित  भंि के साथ जर अर्पित करें

भाता के चयणों भें जर चढ़ाएं.

६. अर्घमा
भाता को अर्घमा दें

भाता के चयण ं भें पूर, अऺत औय जर चढ़ाएं.

७. आचभन
निम्नांकित  भंि के साथ आचभन करें  :

Shri Jagadambaye DurgaDevye Namha. Aachamanam Samarpayami.
भाता को कऩूाय लभधश्रत जर अर्पित  कयें.
८. स्नान
निम्नांकित  भंि के साथ भाता को स्नान कयाएं:

श्री जगदम्बये दुर्गा देव्ये  नमः
Shri Jagadambaye DurgaDevye Namha Snanartham Jalam Samarpayami. (offer Ganga Jal for Bath)
Snananga Aachaman Snanantey Punrachamaniyam Jalam Samarpayami. (Offer water for aachman)
ऩहरे गंगाजर से स्नान कयाएं कपय आचभन के लरए जर अर्पित  कयें.

९. दुगाा स्नान
निम्नांकित  भंि के साथ भाता को दूध से स्नान कयाएं:

श्री जगदम्बये दुर्गा देव्ये  नमः

गाम का कच्चा दूध अवऩात कयें.

१०. दही स्नान
तनम्नांककत भंि के साथ भाता को दही से स्नान कयाएं:

११. घृत स्नान

१७. आचभन
निम्नांकित मन्त्र  के साथ आचभन के लरए जर अर्पित  करें

१८. वस्त्र
निम्नांकित मन्त्र के साथ वस्त्र अर्पित  कयें

१९. आचभन
निम्नांकित मन्त्र  के साथ आचभन के लरए जर अर्पित  करें

२०. शौबाग्म सुि
निम्नांकित मन्त्र के साथ शौबाग्म सुि अर्पित  करें :

२१. चंदन
निम्नांकित मन्त्र के साथ चंदन अर्पित  करें :

निम्नांकित मन्त्र के साथ हरयद्राचुनाा अर्पित  करें :

एक थारी रें, उसभें थोड़ा चावर एंव पूर यखें, कऩूाय औय एक दीऩ जराएं, तनम्नांककत भंि के साथ दुगाा भां की आयती उतायें:
ॐ सवा भंगर भांगलमे लशवे सवााथा साधधके ।
शयण्मे त्र्मंफके गौयी नायामणी नभोस्तुते ॥


स्तुतत-गान:

जय अम्बे गौरी, मैया जय श्यामा गौरी ।तुमको निशदिन ध्यावत, हरि ब्रह्मा शिवरी ॥ टेक ॥

मांग सिंदूर विराजत, टीको मृगमद को ।उज्जवल से दो‌उ नैना, चन्द्रबदन नीको ॥ जय 0

कनक समान कलेवर, रक्ताम्बर राजै । रक्त पुष्प गलमाला, कण्ठन पर साजै ॥ जय0

ब्रहमाणी रुद्राणी तुम कमला रानी । आगम निगम बखानी, तुम शिव पटरानी ॥ जय 0

चौसठ योगिनी गावत, नृत्य करत भैरुं । बाजत ताल मृदंगा, अरु बाजत डमरु ॥ जय 0

तुम हो जग की माता, तुम ही हो भर्ता । भक्‍तन् की दुःख हरता, सुख-सम्पत्ति करता ॥ जय 0

भुजा चार अति शोभित, खड़ग खप्परधारी । मनवांछित फल पावत, सेवत नर नारी ॥ जय 0

कंचन थाल विराजत, अगर कपूर बाती । श्री मालकेतु में राजत, कोटि रतन ज्योति ॥ जय 0

श्री अम्बे जी की आरती, जो को‌ई नर गावै । कहत शिवानन्द स्वामी, सुख सम्पत्ति पावै ॥ जय 0

Text of Prime Minister Shri Narendra Modi’s address at the launch of "Make in India" global initiative on 25 September 2014


मंच पर विराजमान मंत्रिपरिषद के मेरे सभी साथी,

भारत के उद्योग और व्‍यापार जगत से जुड़े हुए सभी वरिष्‍ठ महानुभाव,

देश-विदेश में अनेक स्‍थानों पर ये कार्यक्रम simultaneously चल रहा है - वहां भी उपस्थित सभी उद्योग जगत के सभी महानुभाव,

मैं सबसे पहले आपसे क्षमा मांगता हूं। मैं देख रहा हूं कि अनेक business leaders को आज इस सभागृह में बैठने के लिए जगह नहीं मिली है। बहुत बड़ी मात्रा में सबको खड़ा रहना पड़ रहा है। इस असुविधा के लिए मैं आपसे क्षमा चाहता हूं। इस असुविधा का कारण यह भी है कि इस सभागृह को पहले कभी ऐसी आदत नहीं थी।

मैं सारे Business Leaders को सुन रहा था। हमारी मंत्री महोदया ने भी पिछले कुछ समय में किस प्रकार से काम हुआ, उसकी चर्चा की। फिल्‍म के द्वारा भी महत्‍वपूर्ण initiative क्‍या-क्‍या लिए गए हैं, ये आपके सामने प्रस्‍तुत किया। इतना देखने के बाद, सुनने के बाद, मैं नहीं मानता हूं कि अब मुझे आपको कुछ अतिरिक्‍त भरोसा दिलाने की जरूरत है कि “Make in India!”

क्‍या हुआ पिछले सालों में? मैं जिससे भी मिलता था, पिछले दो-तीन साल में, हर कोई यही कहता था कि भई, अब तो कहीं बाहर जाना है। बिजनेस यहां से शिफ्ट करना है। इंडस्‍ट्री यहां से शिफ्ट करनी है। मैं उसमें राजनीतिक कारण नहीं देखता था, और न ही मैं इन बातों को सुन कर के राजनीतिक फायदा लेने के लिए कोई प्‍लान बनाता था। यह जब मैं सुनता या तो मुझे पीड़ा होती थी। क्‍या हुआ है मेरे देश को, कि मेरे ही देश के लोग अपना देश छोड़कर के जाने के लिए मजबूर हो जा रहे हैं?

आज जब मैं Make in India की बात लेकर के आया हूं तो हम नहीं चाहते कि मेरे देश का कोई उद्योग, कोई व्‍यवसायी, जिसेसे मजबूरन यहां से छोड़कर के बाहर जाना पड़े - वह स्थिति हमें बदलनी है। और मैं पिछले कुछ महीनों के अनुभव से यह कहता हूं कि हम ये बदल चुके हैं। व्‍यवसाय के क्षेत्र में जुटे हुए लोगों ने अपने आप पर से विश्‍वास खो दिया था। उनको लगता था कि हम दुनिया में टिक नहीं पाएंगे। अब हमारे पास यहां कोई चारा ही नहीं है। और जब व्‍यक्ति खुद पर विश्‍वास खो देता है, तब उसे खड़ा करना बड़ा मुश्किल होता जाता है। दूसरा उसका भरोसा टूट गया था – “पता नहीं यार, सरकार कब क्‍या नीति बनाएगी। कब कौन सी नीति बदल देगी। पता नहीं, कब CBI आ धमकेगी।” ये जो मैंने आप लोगों से सुना था। कानून का राज होना ही चाहिए। जैसे Corporate Social Responsibility की चर्चा है, वैसे Corporate Government Responsibility का भी माहौल होना चाहिए। लेकिन, at the same time, शासन की भी जिम्‍मेदारियां होती हैं। सरकार का भी दायित्‍व होता है।

अभी देवेश जी कह रहे थे, निमंत्रण देने से रूपये थोड़े ही आते हैं। मैं इससे सहमत हूं। सबसे बड़ी आवश्‍यकता होती है, भरोसा, विश्‍वास। पता नहीं हमने देश को ऐसे चलाया है, कि हमने अपने ही देशवासियों की हर बात पर शक किया है। अविश्‍वास किया है। मुझे इस चक्र को बदलना है। हम अविश्‍वास से शुरू न करें। हम विश्‍वास से शुरू करें और कहीं कमी नजर आएं तो सरकार intervene करे। जब हमने निर्णय लिया, लोगों को लगता होगा कि यह कोई Grand Vision नहीं है। आजकल मैं यह सब बहुत सुन रहा हूं, पढ़ रहा हूं। कोई बड़ी बात नहीं है। जब मेरी सरकार एक निर्णय करती है, self-certification की। आपको यह निर्णय बहुत छोटा लगता होगा। इसमें कोई विजन नजर नहीं आता है। लेकिन एक सरकार सवा सौ करोड़ देशवासियों की सत्‍यता पर विश्‍वास करने का निर्णय करे, इससे बड़ा कोई निर्णय नहीं हो सकता है। आपने हर बार उसे शक से देखा। वह certificate देता है तो आप कहते हैं, किसी gazetted officer से सर्टिफाई करा कर ले आओ। और gazetted officer क्‍या कहता है – अगर urgency है तो इतना, और देर से आआगे तो इतना। और क्‍या गारंटी है, उस पर भरोसा करें आप। क्‍या हम, हमारे देश के नागरिकों पर भरोसा नहीं कर सकते है क्‍या?

आखिर सरकार किसके लिए है? सरकार देश के सामान्‍य मानवों के लिए होती है। हर नागरिक के लिए होती है। और ये बदलाव की शुरूआत जो है, वह यहां नहीं रूकती है। Income Tax Department तक भी जाती है। क्‍योंकि यहां business community के लोग बैठे हैं, इसलिए मैं Income Tax Department कह रहा हूं।

कहने का मेरा तात्‍पर्य यह है कि हमारी सरकार का एक मंत्र है, वो सबसे पहली हमारी प्रतिबद्धता है। हम हर देशवासी पर भरोसा करके चलना चाहते हैं। ये विश्‍वास का जो माहौल है वो व्‍यवस्‍थाओं को परिवर्तित करने की भी ताकत रखता हैं। संसद की चारदीवारी में ही बनाकर के कानून बदले जा सकते हैं, ऐसा नहीं है, संसद की चारदीवारी के बाहर भी जन-जन के मन को जगाकर के परिवर्तन का प्रवाह लाया जा सकता है।

इन दिनों FDI की बड़ी चर्चा होती है। और वह स्‍वाभाविक भी है। लेकिन मैं उसे जरा अलग नजरिए से देखता हूं। भारत के नागरिकों के लिए भी FDI एक जिम्‍मेदारी है। सवा सौ करोड़ देशवासियों के लिए FDI एक जिम्‍मेदारी है। और व्‍यापार, उद्योग का विस्तार करने वाले, विश्‍व के लिए FDI एक Opportunity है। जब मैं ये कहता हूं कि भारत के नागरिक के लिए जिम्‍मेदारी है, बाहर के लोगों के लिए अवसर है, तो मेरे FDI की परिभाषा ये है: भारतीयों के लिए है, FDI – “First Develop India”. और विश्‍व के व्‍यापार व्‍यवसाय को विस्‍तार करने वालों के लिए मैं कहता हूं भारत एक Opportunity है, Foreign Direct Divestment के लिए ये दो FDI की परिभाषा को लेकर के, इस दो पटरी पर विकास की यात्रा को आगे बढ़ाना चाहते हैं। पूरे विश्‍व में इस बात की चर्चा है- लोगों के मुंह में पानी छूटता है, भारत एक बहुत बड़ा बाजार है। पहली नज़र में ये लगना बड़ा स्‍वाभाविक है। मैं कोई बड़ा अर्थशास्‍त्री नहीं हूं, लेकिन जो देश या जो उद्योगपति या जो व्‍यापारी भारत को बहुत बड़ा बाजार मानता है, उसने कभी ये सोचा है कि उस बाजार में Purchasing Power है क्‍या? उस नागरिक का Purchasing Power है क्‍या? उसकी खरीद शक्ति बढ़ी है क्‍या? अगर वो संख्‍या में ज्‍यादा होगा और Purchasing Power नहीं होगी और उसकी जेब में दम नहीं होगा तो दुनिया इतने बड़े अवसर को खो देगा। इसलिए विश्‍व के उद्योग-व्‍यापार जगत को मैं यह बात कहना चाहता हूं कि आप भारत को सिर्फ बाजार मत मानिए। आप भारत के हर नागरिक को उस Potential के रूप में देखिए, जितनी तेजी से भारत का Middle Class का Bulk बढ़ेगा, गरीबी से लोग जितनी तेजी से Middle Class की ओर जाएंगे, उतना ही विश्‍व के लिए अनुकूल बाजार में वे Convert हो सकते हैं।

गरीबी से मध्‍य वर्ग की ओर ये Bulk बढ़ाना है, तो क्‍या करना होगा। सीधी-सीधी बात है - रोजगार के अवसर उपलब्‍ध करने पड़ेंगे। अगर गरीब को रोजगार का अवसर मिलेगा तो उस परिवार की Purchasing Power बढ़ेगी, गरीब से गरीब की Purchasing Power बढ़ेगी। आज वो एक चीज़ लेनी है, 3 रूपये, 5 रूपये 7 रूपये वाली मिलती है, तो 3 वाली पसंद करता है। फिर वो Quality की तरफ जाएगा। अभी गुज़ारा करने के लिए रह रहा है। रोज़गार के अवसर जितने ज्‍यादा बढ़ेगे, उतना ही Purchasing Power बढ़ने वाला है, हमारी Economy Generate होने वाली है।

ये रोजगार के अवसर कैसे बढ़ेगें ? अगर आप बाहर से आ करके या यहां के लोग औद्योगिक विकास पर अगर ध्‍यान नहीं देंगे, Manufacturing Sector पर अगर ध्‍यान नहीं देगें, रोजगार के अवसर उपलब्‍ध नहीं कराएंगे, तो ये पूरा चक्र कभी पूर्ण होने वाला नहीं है। इसलिए हम Make in India की जब बात करते हैं, तब सिर्फ आपको एक Competitive Situation के लिए ही हम Offer कर रहे हैं, ऐसा नहीं है। जब हम आपसे Make in India की बात करते हैं तब आपके उत्‍पादन के लिए एक बहुत बड़ा बाजार अपने आप खड़ा करने का हम अवसर देते हैं। आखिरकार Manufacturer को cost effective manufacturing की जितनी आवश्‍यकता है, उतनी ही उसको Handsome Buyer की भी जरूरत होती है, तभी तो उसकी गाड़ी चलती है। यहां मारूति कार कितनी ही क्‍यों न बनें, लेकिन खरीदार नहीं होगा तो? इसलिए हमें भारत की अर्थव्‍यवस्‍था में जिस प्रकार का बदलाव लाना है, उस बदलाव में एक तरफ Manufacturing Growth को बढ़ाना है, at the same Time उसका सीधा Benefit हिन्‍दुस्‍तान के नौजवानों को मिले, उसे रोजगार मिले ताकि गरीब से गरीब परिवार की आर्थिक स्थिति में बदलाव आए, वो गरीबी से Middle Class की ओर बढ़े और उसका Purchasing Power बढ़े तो Manufacturer की संख्‍या बढ़ेगी, Manufacturing Growth बढ़ेगा, रोजगार के अवसर उपलब्‍ध है, फिर एक बार बाजार बढ़ेगा। यह एक ऐसा चक्र है। इस चक्र को आगे बढ़ाने की दिशा में यह महत्‍वपूर्ण काम आज हुआ है। ये शेर का कदम है। ये Lion का Step है - Make in India ।

जब मैं Make in India की बात मैं करता हूं तब… आखिरकार मेरा मुख्‍यमंत्री के कार्यकाल का अनुभव है। व्‍यापारी या उद्योगपति कोई बहुत बड़ी Incentive Scheme से नहीं आते हैं। आप ये कह दो कि ये मिल जाएगा, वो मिल जाएगा, ये टैक्‍स फ्री करेंगे, वो टैक्‍स फ्री करेंगे। Incentive से काम होता नहीं है। हमें Development और Growth Oriented Environment Create करना होता है। ये जिम्‍मा सरकार का है। शासन में बैठे हुए लोगों ने, Financial Institution ने इन सारी व्‍यवस्‍थाओं की तरफ ध्‍यान केंद्रित करना होता है और तब जा करके investor के लिए एक Security का अहसास बनता है। Investor पहले अपने investment की Security चाहता है, बाद में Growth चाहता है और फिर Profit चाहता है। वो पहले ही दिन Profit नहीं खोजता है। उसको Profit के लिए और 50 कंपनियां पड़ी हैं उसके पास। उसको ये चाहिए। सरकार का प्रयास है, हमने एक बाद एक जो कदम उठाए हैं, हम विश्‍वास दिलाना चाहते हैं कि आपका रूपया डूब नहीं जाएगा।

दूसरा उसको क्‍या चाहिए ? आज Ease of Business को लेकर दुनिया में Ranking होता है। मुझे अभी पिछले दिनों World Bank के चेयरमैन मिले थे, वो भी ये चिंता कर रहे थे। शायद उस समय 135 नंबर पे थे हम दुनिया में। Ease of Business में अब कौन रूकावट डालता है। अगर 135 से मुझे 50 पर आना है तो सिर्फ सरकार अकेली ये काम पूरा कर सकती है। सरकार अपने निर्णयों को, नियमों को खुलापन ला दे, सरलता से कामों को आगे बढ़ाएं, तो हम आज 135 से Ease of Business में नंबर 50 पर आकर खड़े हो सकते हैं। मैंने मेरी पूरी टीम को सेंसटाइज किया है और मैंने कहा है कि हम Scrutiny के नाम पर, और अधिक Perfection के नाम पर कहीं हम रूकावटें तो नहीं डाल रहे। मैं तीन महीने के अपने अनुभव से कहता हूं कि आज दिल्‍ली सरकार में बैठी हुई मेरी पूरी Team, पूरी मेरी Bureaucracy सकारात्‍मक सोच के साथ मेरे से भी दो कदम आगे दौड़ रही हैं।

यही ताकत है इसकी। क्‍यों? उसको इस बात का भरोसा है, कि हां यह अवसर आया है। यह अवसर आया है। यह अवसर खोना नहीं है। सारी दुनिया एशिया की तरफ नजर कर रही है। पूरा विश्‍व ढूंढ रहा है। मुझे निमंत्रण देने के लिए समय बरबाद करने की आवश्‍यकता नहीं है। मुझे सिर्फ एड्रेस देने की कोशिश करनी है कि यह जगह है। वह आने के लिए तैयार है। पूरा विश्‍व आने के लिए तैयार है। लेकिन उसे पता नहीं है कि एशिया में जाएं तो कहां जाएं। और फिर वो सोचता है, जहां लोकतंत्र है, जहां Demographic Dividend है, जहां विपुल मात्रा में डिमांड है। ये तीनों एक साथ किसी भूभाग पर उपलब्‍ध हो तो पूरे ग्‍लोब पर अकेला हिंदुस्‍तान है, जहां ये तीनों एक साथ मौजूद है। जो इन तीनों को सकारात्‍मक रूप से उपयोग करता है।

हम Democracy का, Demographic Dividend का और Demand का, इनको सही तरीके से अगर तालमेल करते हैं, तो मुझे विश्‍वास है कि दुनिया को भारत का पता बताने के लिए हमें नहीं निकलना पड़ेगा। हर गली मोहल्‍ले में Vasco de Gama पैदा होंगे, जो हिंदुस्‍तान खोजते-खोजते यहां चले आएंगे।

ये इस विश्‍वास के साथ, हम कैसे आदमी हैं, और उसे क्‍या चाहिए? उसे effective governance चाहिए। सरकार होने से काम होता नहीं है। सरकार होने का अहसास होना चाहिए। उस दरवाजे पर जाएं तो उसको लगना चाहिए कि मेरी इस समस्‍या का समाधान यहां हो सकता है। या यहां से मुझे रास्‍ता मिलेगा कि यहां से किस रास्‍ते से कहां पहुंचना है। Effective governance । मैं सिर्फ good governance की बात नहीं कर रहा हूं, मैं effective governance की बात कर रहा हूं। और इन चीजों को पाने के लिए दो महत्‍वपूर्ण आधरों पर हम बल दे रहे हैं।

आखिर कर उद्योग लगाना है तो skilled manpower चाहिए। और skilled manpower भी requirement के अनुरूप होना चाहिए। कहीं पर टेक्‍सटाइल इंडस्‍ट्री की संभावना है, लेकिन हम वहां पर स्किल डेवलपमेंट इंजीनियरिंग इंडस्‍ट्री के लिए कर रहे हैं, तो न इंजीनियरिंग इंडस्‍ट्री के स्किल वाला वहां नौकरी करने चला जाएगा और न स्किल वाले को रोजगार मिलेगा। हमें मैपिंग करना है। हम कर रहे हैं, कि कौन से ऐसे क्‍लस्‍टर हैं, कि वहां नेचुरल पोटेंशियल इस प्रकार का है? उस नेचुरल पोटेंशियल के अनुकूल ह्यूमन रिसोर्स डेवलपमेंट कैसे हो? वहीं पर इन्‍वायरमेंटर इश्‍यूज को कैसे हैंडल किया जाए? और सस्‍टेनेबल ग्रोथ को लेकर के किन-किन बातों पर सरकार अपना फाउंडेशन तय करे, उन-उन बातों पर आगे बढ़ना है। और अगर इस बात को हम कर रहे हैं, तो मुझे पूरा विश्‍वास है कि जो effective governance की बात हम कर रहे हैं, वह skill development के द्वारा भी काम आ सकता है।

आज हमारे देश में सरकार की सोच, उद्योग की सोच, academic world की सोच और job seeker नौजवानों की सोच - क्‍या इन चारों का कोई संबंध है क्‍या? कोई मेल है क्‍या? I am sorry to say, नहीं है। हम tourism develop करना चाहते होंगे, लेकिन उस गांव में guide तैयार करने की व्‍यवस्‍था हमारे पास नहीं होगी। Guide कहीं तमिलनाडु में तैयार होता होगा और ताजमहल आगरा में होगा। कहने का तात्‍पर्य ये है, कि चीजें छोटी-छोटी होती हैं। हम अगर इन focussed activities को करते हैं तो हम अपने आप स्थितियों को बदल सकते हैं। और इसलिए skill development भी।

Academic world study करे कि आने वाले 20 साल में किस प्रकार के उद्योग की संभावना है। अगर पूरा विश्‍व eco-friendly environment, technology, global warming, इसी पर अगर केंद्रित हुआ है तो सीधी-सीधी बात है कि सोलर इनर्जी के लिए क्षेत्र खुल गया है। अगर solar engineering के लिए क्षेत्र हो जाएगा तो engineering college के students को solar engineering के equipment की manufacturing की training हो जाएगी। Solar Energy Equipment Manufacturing के लिए skilled labour चाहिए। skilled labour के लिए उसकी अभी से training शुरू हो जाए। Solar लगाने वाले उद्योगपतियों को पता चल जाए कि देखिए ये सारी व्‍यवस्‍थाएं हैं, ये हमारे बारमेड के पास बंजर भूमि पड़ी हुई है। आइए solar लगाइए और हिंदुस्‍तान को उजाला दीजिए। आप एक के बाद एक, अगर network बनाकर काम करते हैं, और ये काम सरकार का होता है। सरकार को facilitate करना होता है और सरकार जब “Facilitator” बनती है तो इच्छित परिणाम प्राप्‍त हो सकते हैं। इसलिए, Skill Development को कैसे बल दिया जाए, Skill Development में भी हम Public-Private Partnership के model को लेकर आगे बढ़ना चाहते है।

हम उद्योगपतियों को भी, अगर आपको लगता है कि आपके industry के लिए 400 प्रकार के नौजवान चाहिए। हम कहेंगे आप ये ITI ले लीजिए। आपको जिस प्रकार का manpower चाहिए, यही locally आप उसको trained कीजिए। आपको बहुत अच्‍छा नौजवान मिल जाएगा। आपका कारोबार चलेगा। हमारी ITI चल जाएगी। हमारे नौजवानों को रोजगार मिल जाएगा। उसके परिवार की ताकत बढ़ेगी। उसकी खरीद शक्ति बढ़ेगी और economy अपने आप generate हो जाएगी। एक ऐसे चक्र को हमें चलाना है। और इसलिए, मैं अशोक चक्र की बात लेकर के आया हूं। यह हमारी आर्थिक विकास यात्रा का कैसे पहिया बने।

जब दुनिया औद्योगिक क्रांति के कालखंड में थी, उसके पहले हम सोने की चिडि़या के रूप में माने जाते थे। लेकिन जब दुनिया औद्योगिक क्रांति की सीढि़या चढ़ रही थी, तब हम पिछड़ गए। क्‍यों? हम गुलाम थे। वह अवसर हमने खो दिया। उसके बाद आर्थिक चेतना का एक नया युग नया अवसर आया। और यह सदनसीब है कि यह एशिया का है। अब हमारा जिम्‍मा बनता है कि इसे भारत का कैसे बनायें। एक ऐसा मौका आया है, और हमारे पास सबसे बड़ा सामर्थवान है कि 65% पोपुलेशन 35 वर्ष से नीचे है।

मैं नहीं मानता हूं, कल की घटना के बाद अब हमारे टैलेंट को कोई question करेगा। भारत के नौजवान के टैलेंट को कोई question नहीं कर सकता है। कल के मार्स की घटना के बाद। सब चीजें इंडिजेनियस। देखिए, उसमें जो पुर्जे लगे थे ना, वह जिन फैक्‍ट्री में बने थे, उस फैक्ट्रियों की फोटो निकालनी चाहिए। देखने में लगे, छोटी-छोटी फैक्ट्रियां हैं, जहां एक-एक एक-एक पुर्जा बन करके पहुंचा है और उसमें से मार्स का मिशन सफल हुआ है। टैलेंट में कोई कमी नहीं है। विश्‍वास को मार्स सक्‍सेस। ये विश्‍व को भारत के पहचान का अवसर मिलना चाहिए। भारत विश्‍व को अनुभूति दे कि ये टैलेंट है। सिर्फ हमारे पास 65% Population 35 वर्ष से नीचे है, ऐसे नहीं है, हमारे पास टैलेंटेड मैनपावर है। ये सामर्थवान मैनपावर है। उसको लेकर के हम चलना चाहता हैं।

दूसरी बात है, Digital India. कारपोरेट वर्ल्‍ड, औद्योगिक जगत, प्राइवेट लाइफ जिस प्रकार से डिजिटल वर्ल्‍ड के साथ तेजी से आगे बढ़ रही है। अगर सरकार और सरकारी व्‍यवस्‍थाएं पीछे रह गईं, तो मैं कल्‍पना कर सकता हूं कितनी बड़ी खाई पैदा होगी। पूरी समाज रचना एक तरफ, और शासन रचना दूसरी तरफ। इस खाई को भरने के लिए Digital India का मिशन लिया है। पूरा गवर्नेंस मोबाइल गवर्नेंस की ओर क्‍यों न जाए।

आपको हैरानी होगी, मैंने आकर के, फर्स्‍ट शायद 10 Days हुए होंगे, एक काम मैंने क्‍या किया? मैंने कहा कि आप मुझे बताइए, सरकार में जो फार्म भरते हैं 10-10 पेज के क्‍यों होते हैं। आप भरते हैं ना। आप तो शायद नहीं भरते होंगे, आपके स्‍टाफ के लोग भरते होंगे। मैंने उनको पहले दिन कहा कि 10 पेज का एक पेज करो पहले। और मुझे खुशी है कि बहुत Department ने वो कर दिया। कोई कारण नहीं जी! ये सारी चीजें उपलब्‍ध होती हैं, हम बार-बार मांगते रहते हैं। कहने का मेरा तात्‍पर्य यह है कि Digital India के माध्‍यम से - जैसे Ease of Business की बात है - वैसे Easy Governance. Effective Governance चाहिए, Easy Governance चाहिए, उस पर बल लाना है। हर व्‍यक्ति को अपनी जानकारी अपनी हथेली में उपलब्‍ध होनी चाहिए और ये वो चीजें हैं जो हमें आगे बढ़ने के लिए अवसर देती हैं। उसे हम अवसर देना चाहते हैं।

लंबे अरसे से Look East Policy की चर्चा कर रहे हैं। हर किसी के मुंह से Look East वाली बात आती है। एक अच्‍छा अवसर है। लेकिन At the Same Time जब मैं आज Make in India की बात करता हूं तब मैं Look East के साथ-साथ Link West की भी बात करना चाहता हूं। एक तरफ Look East दूसरी तरफ Link West। हमने इन दोनों को जोड़कर एक ऐसी मध्‍यस्‍थ जगह पर खड़े हैं कि हम एक Global vision के साथ अपनी आर्थिक संरचना को नए Platform पर खड़ा कर सकते हैं और उस दिशा में हम आगे बढ़ना चाहते हैं। विश्‍व के पास जो कुछ भी श्रेष्‍ठ है, वो हमारे पास क्‍यों नहीं होना चाहिए। ये मिजाज इस देश का क्‍यों नहीं होना चाहिए। व्‍यापार के नए क्षेत्र खुल रहे हैं, मेरे शब्‍द लिख लीजिए, आप तो उद्योग-व्‍यापार जगत के मित्र हैं, मैं नहीं जानता हूं कि आपने इस दिशा में सोचा होगा या नहीं सोचा होगा। हो सकता है छोटी, दो चार कंपनियां करती होंगी काम।

आने वाले समय में हिन्‍दुस्‍तान में Waste में से Wealth के एक बहुत बड़े Business की संभावना है। Waste में से Wealth! हम 500 शहरों में Solid Waste Management और Waste Water Treatment का काम बढ़ाना चाहते हैं। Public Private Partnership से कराना चाहते हैं। उसी गांव के कूड़े कचरे से आप बिजली पैदा करके बिजली के कारखानेदार बन करके बिजली बेच सकते हैं। एक बहुत बड़ा ये Revenue Model आ रहा है। हम सोचें, अभी से सोचें और मैंने देखा है जो दूर का सोचते हैं न .. Multi National कंपनियां आलू-टमाटर बेचने के लिए निकल पड़ी थीं। क्‍यों मुकेश भाई! क्‍योंकि उनको पता था, कितना बड़ा Market है। वैसे ही बड़ी-बड़ी कंपनियां इस ‘Waste में से Wealth’ के लिए आने के लिए पूरी संभावना है और भारत में हमने जो सफाई अभियान चलाया है, एक नया क्षेत्र खुल रहा है। मैं निमंत्रण दे रहा हूं उस प्रकार के उद्योग व्‍यापार के लोगों को। छोटी-छोटी नगरपालिकाएं बैठ करके, उसको भी एक Revenue Model बना करके आईए। हम आपको निमंत्रण देते हैं।

अवसर बहुत हैं। जिस प्रकार से Manufacturing सैक्‍टर का महात्‍म्‍य हैं उसी प्रकार Infrastructure भी महत्‍वपूर्ण है। भारत अब उस Infrastructure से नहीं चल सकता है, जहां हमें पहुंचना है। ज्‍यादा ज्‍यादा हमारे देश में Infrastructure की बात होती थी तो रेल, Road और Port , Airport … बात पूरी। Next generation Infrastructure की ओर हमें जाना है। हमें Highways भी चाहिए, हमें i-ways भी चाहिए। When I say i-ways, I mean Information-ways and that is for the Digital India. हमें.. Electric grid है तो गैस की भी grid चाहिए, हमें water grid भी चाहिए। हमें Optical Fibre का नेटवर्क भी चाहिए। हम एक ऐसे हिन्‍दुस्‍तान का सपना देख रहे हैं, जिसमें Private Party को अपना नसीब आजमाने के लिए बहुत बड़ा अवसर है।

Public Private Partnership के Model पर, हम आज जहां हैं वहां से अपने आप को Upgrade कैसे करें। जिन क्षेत्रों में हमने कदम नहीं रखा है, वहां कदम कैसे रखें। हमने Port Development तक अपने आप को केंद्रित किया। समय की मांग है हम Port led Development की ओर आगे बढ़ें। Port हो, Warehouses का नेटवर्क हो, Cold Storage का नेटवर्क हो, Roads हों, रेल हो, Port के साथ Airport भी हो। ये जब तक हम पूरा एक Cluster के रूप में Develop नहीं करते हैं, हम Global Market की दुनिया में अपनी जगह नहीं बना सकते और इसलिए हम उस पर बल देना चाहते हैं। एक बहुत बड़ा क्षेत्र है जिसमें आप आ करके अपना नसीब आजमा सकते हैं।

कहने का तात्‍पर्य यह है कि Infrastructure भी सिर्फ सुख-सुविधा का विषय नहीं है। अगर हमें Tourism Develop करना है - ऐसा अनुमान है कि दुनिया में सबसे ज्‍यादा Growth अगर किसी Industry का है तो वो Tourism Industry का है। क्‍या भारत इसको कैप्‍चर कर सकता है? तो टूरिज्‍म के लिए भी एक बहुत बड़े इंफ्रास्‍ट्रक्‍चर की आवश्‍यकता है। Hospitality industry के लिए बहुत बड़ा स्‍कोप है हमारे यहां। इतने सारे avenues हैं। उन avenues को कैसे लें।

इसलिए मैं आप सबसे आग्रह करता हूं। जो भी सोचते थे, बस अब जाएंगे कहीं। मैं कहता हूं, अब जाना नहीं है कहीं। यह देश आपका है। यहां इतना फलो-फूलो, फिर बाहर कदम रखो, तो उसका एक आनंद और है। मजबूरन जाना पड़े, इसका कोई आनंद नहीं हैं और मैं चाहता हूं, हिंदुस्‍तान की कंपनियां भी मल्‍टी नेशनल बने। हिंदुस्‍तान की कंपनियों के भी दुनिया के अंदर अपने हाथ-पैर हों। यह हम चाहते हैं। लेकिन अपनी धरती को हम मजबूत बनाएं। यहां के नौजवानों को रोजगार देने के लिए हम कदम उठाएं। और ये एक ऐसी सरकार है जो विकास को समर्पित है। यह ऐसी सरकार है, जिसका ये political agenda नहीं है – article of faith है। और इसलिए मैं कहने आया था और मेरा विश्‍वास मैं बताता हूं जी। मैं जब गुजरात में था और मैं बड़े विश्‍वास से कहता था, कि वही मुलाजिम, वही सरकार, वही दफ्तर, वही फाइलें, वही लोग, इसके बावजूद भी दुनिया बदली जा सकती है।

मैं आज दिल्‍ली में आकर के कह सकता हूं, वही आफिस, वही अफसर, वही फाइलें, वही गाडि़यां, वही तौर-तरीके, उसके बावजूद भी उसमें जान भरी जा सकती है, हिंदुस्‍तान की दिशा बदली जा सकती है। हिंदुस्‍तान का भाग्‍य भी बदला जा सकता है। इस विश्‍वास के साथ मैं आगे बढ़ा।

हमारी विकास यात्रा में सबसे बड़ी रूकावट ये बनी है - कुछ निर्णय केंद्र करता है, ज्‍यादा से ज्‍यादा implementation राज्‍य में करना पड़ता है। और अगर दोनों के बीच मेल नहीं है, तो उद्योगपति को समझ में नहीं आता है, investor को समझ में नहीं आता है कि दिल्‍ली जाऊं कि राज्‍य सरकार के पास जाऊं? वह उलझन में रहता है। अब ये उलझन नहीं रहेगी। मेरा ये मत है कि राज्‍यों का विकास भी भारत के लिए ही होता है। अगर राज्‍यों में investment आता है, तभी तो भारत में investment आने वाला है। राज्‍य और केंद्र मिल कर के एक टीम के रूप में काम करें, कंधे से कंधा मिलाकर के काम करें, केंद्र के पास कोई proposal आए तो राज्‍य के पास केंद्र खुद चला जाए, आइए भाई मिल करके हम क्‍या मदद कर सकते हैं। राज्‍य के पास कोई proposal आ जाए, केंद्र के मदद की जरूरत हो तो खुलेआम राज्‍य केंद्र के पास आ जाएं। दोनों मिलकर के रास्‍ता निकालें। चीजें आगे बढ़ने लगे। ये एक बहुत बड़ी आवश्‍यकता पैदा हुई है। और इस आवश्‍यकता की पूर्ति के लिए केंद्र और राज्‍य को मिलना होगा।

आप देखिए, हम Current Account Deficit की चर्चा करते हैं, Export-Import Imbalance की चर्चा करते हैं, लेकिन किसी राज्‍य को पूछो कि आपके यहां Export Promotion के लिए कोई activity है क्‍या? नहीं है। उसको लगता है कि यह केंद्र का काम है। मैंने आते ही राज्‍यों को बुलाया। मैंने कहा कि देखिये, Export Promotion, क्‍योंकि manufacturer आपके यहां है, उसका आप हिम्‍मत बढ़ाइए, उसको आप विश्‍वास दीजिए। वह Export करने के लिए आगे बढ़े। भारत सरकार के नीति नियम उसके काम आए। हम दोनों मिलकर के काम करेंगे, तो export करने वाले जो उद्योगपति हैं, उनको बल मिलेगा। और अपनी चीजों को बाहर बेचेगा।

आज, आज External Affairs Ministry क्‍या उनके काम आती है क्‍या? वो कहीं राज्‍य में बैठा होगा, किसी कोने में बैठा होगा, कोई oil engine बनाता होगा। कौन पूछता है वहां। वह अपने मेहनत से करता होगा। अब राज्‍य हो या केंद्र, Export Promotion के लिए एक facilitator के नाते हम proactive aggressive role करने का जिम्‍मा उठाने के लिए तैयार हुए हैं। अब देखिए, इससे कितना बड़ा फर्क होगा। तो हम जैसे कहते हैं Make in India, at the same time, आपको global market आगर capture करना है तो उसके लिए भी facilitator के रूप में आपके साथ खड़े रहने के लिए हम तैयार हैं। ऐसे अनेक क्षेत्र है।

हमने Financial Institutions को बुलाया। देखिए कैसे बदलाव आता है। अभी हमने Inclusive Growth को ध्‍यान में रखते हुए हमने भारत के गरीब से गरीब व्‍यक्ति को Bank Account से जोड़ने का अभियान उठाया। ये पहले नहीं हुए, ऐसा नहीं है जी। शुरू में तो लोग कहते थे, यह हमारे समय शुरू हुआ, लेकिन अब नहीं कहते हैं। क्‍योंकि उनको पता चल गया, कि हमारे समय में शुरू हुआ था, कहने से पता चल जाएगा कि हम विफल हुए थे। ये पता चल जाता है। आप कल्‍पना कर सकते हैं, इतने कम दिनों में, यही बैंक के लोग चार करोड़ से अधिक लोगों के खाते खोलते हैं। और मैंने ये कहा था कि भई जीरो बैलेंस से भी खाते खोल सकते हो। और मैं हैरान हूं, लोगों ने 1500 करोड़ रुपये जमा कराये।

जीरो बैलेंस के आफर होने के बावजूद सामान्‍य लोग 1500 करोड़ रुपये बैंक में डाल करके खाता खुलवाता है, ये विश्‍वास है। यही तो विश्‍वास भी ताकत है। Banking Sector के लोग इतनी तेजी से move करे - ये सरकार कितनी तेजी से आगे बढ़ रही है, इसके लिए एक महत्‍वपूर्ण मानदंड बन सकता है। Financial Institutions भी growth और development के साथ अपने आप को जोड़े। Grass-root level पर world spread, हर कोने में इस विकास की इस यात्रा को आगे बढ़ाए, उस दिशा में हम प्रयास कर रहे हैं। मेरा कहने का मतलब ये है कि आज Make in India, ये नारा नहीं है। ये Make in India, ये निमंत्रण नहीं है। Make in India, ये हम सबकी जिम्‍मेदारी है।

हम सब जिम्‍मेदारी के साथ अगर आगे बढ़ेगे, और हम भारत के लोग एक बार करेंगे तो दुनिया के लोग हमारे यहां आएंगे। वे खोजते हुए आएंगे, आप विश्‍वास कीजिए। और इसलिए उन दोनों FDI पर हमें बल देना है। First Develop India, at the same time Foreign Direct Investment. उसको लेकर के आगे बढ़े।

फिर एक बार, आप सब समय निकाल कर के आए, इसे बहुत बड़ी initiative को प्रारंभ करते समय आप हमारे साथ जुड़े, विदेश से भी बहुत बड़ी मात्रा में मेहमान आए। दुनिया के कई देशों में और हिंदुस्‍तान के सभी राज्‍यों में सभी व्‍यापारी संगठनों के द्वारा इस कार्यक्रम को live telecast किया जा रहा है। वहां भी लोग बैठे है। मैं आप सबको विश्‍वास दिलाता हूं, आइए, हम सब मिलकर के इस Make In India concept को जिनकी-जिनकी जिम्‍मेदारी है, उसको हम पूरा करें। हम आगे बढ़े, manufacturing sector में हम फिर एक बार नई ऊंचाईयों को पार करें और देश के गरीब से गरीब नौजवान को रोजगार उपलब्‍ध करायें। गरीब को रोजगार मिलेगा, भारत के आर्थिक चक्र वो और गति से चला पाएंगे। इसी एक विश्‍वास के साथ आप सबको बहुत-बहुत शुभकामनाएं। नवरात्रि की आप सबको बहुत-बहुत शुभकामनाएं।

मेरे व्‍यक्तिगत जीवन में, मेरे राजनीतिक यात्रा के जीवन में भी आज का दिवस बड़ा महत्‍वपूर्ण है। आज 25 सितंबर, जिनके आदर्श और विचारों की प्रेरणा से लेकर के हम लोगों ने राजनीतिक यात्रा शुरू की, वो पंडित दीनदयाल उपाध्‍याय जी की आज जन्‍म जयंती है। जिन्‍होंने एकात्‍म मानव दर्शन दुनिया को दिया है। ऐसे महापुरूषों के जन्‍मदिन पर, जो जिए देश के लिए, वो जूझते रहे देश के लिए, उनके चरणों में मेक इन इंडिया सपना समर्पित करने का अवसर मिल रहा है। उस सपने को साकार करने के लिए संकल्पित हैं।

नवरात्रि शक्ति संचय का पर्व होता है। इस शक्ति संचय के पर्व पर भारत भी शक्ति संचय कर एक शक्तिशाली राष्‍ट्र बने, इस सपने को लेकर के आगे बढ़े, इसी एक प्रार्थना के साथ आपकी बहुत-बहुत शुभकामनाएं।

Mangalyaan in the Orbit of Mars - 24 September 2014 - Indian Science and Technology Achievement


Mangalyaan was successfully placed in the orbit of Mars on 24 September 2014 by the ISRO organization.  Prime Minister Narendra Modi was present for the occasion in Bengaluru the control center of the venture.

1. Fareed Zakaria: After your election people have begun asking again a question that has been asked many times for the last two decades, which is, will India be the next China. Will India be able to grow at 8-9 % a year consistently and transform itself and thus transform the world?

Prime Minister: India does not need to become anything else. India must become only India. This is a country that once upon a time was called ‘the golden bird’. We have fallen from where we were before. But now we have the chance to rise again. If you see the details of the last five or ten centuries, you will see that India and China have grown at similar paces. Their contributions to global GDP have risen in parallel, and fallen in parallel. Today’s era once again belongs to Asia. India and China are both growing rapidly, together. That is why India needs to remain India.

2.Fareed Zakaria: But people would still I think wonder can India achieve the kind of 8 & 9 % growth rates that China has done consistently for 30 years and India has only done for a short period.

Prime Minister: It is my absolute belief that Indians have unlimited talent. I have no doubt about our capabilities. I have a lot of faith in the entrepreneurial nature of our 1.25 billion people. There is a lot of capability. And I have a clear road-map to channel it.

3.Fareed Zakaria: China’s behavior in the east China seas and the south China seas over the last two years has worried many of its neighbors. The head of the governments in Philippines and Vietnam have made very sharp statements worrying about it. Do you worry about it?

Prime Minister: India is different. It is a country of 1.25 billion people. We can’t run our country if we get worried about every small thing. At the same time, we can’t close our eyes to problems. That’s why India maintains that we are now in a different era. We are not living in the eighteenth century. China is also a country with an ancient cultural heritage. Look at how it has focused on economic development. It’s hardly the sign of a country that wants to be isolated. It wants to stay connected. That is why we should have trust in China’s understanding and have faith that it would accept global laws and will play its role in cooperating and moving forward.

4.Fareed Zakaria: Do you look at China and feel that it has been able to develop as fast as it has, really the fastest development in human history, because it is an authoritarian government, because the government has the power to build great infrastructure, to create incentives for investment. Do you look at that and think to yourself that that would be, there is a price to democracy that you have to do things a little bit more slowly.

Prime Minister: If China is one example, then democratic countries provide another example. They have also grown fast. You can’t say that growth is not possible because of democracy. Democracy is our commitment. It is our great legacy, a legacy we simply cannot compromise. Democracy is in our DNA.

5.Fareed Zakaria: You don’t look at the power of the Chinese government and wish you had some of that authority.

Prime Minister: See, I have seen the strength of democracy. If there were no democracy then someone like me, Modi, a child born in a poor family, how would he sit here? This is the strength of democracy.

6.Fareed Zakaria: There are many people in the United States and some in India who wish that the United States and India were much closer allies. The world’s oldest democracy, the world’s biggest democracy, but somehow that has never happened and there have always been these frictions and difficulties. Do you think it is possible for the United States and India to develop a genuinely strategic alliance?

Prime Minister: I have a one word answer: YES. And with great confidence I say "yes”. Let me explain. There are many similarities between India and America. If you look at the last few centuries, two things come to light. America has absorbed people from around the world … and there is an Indian in every part of the world. This characterizes both the societies. Indians and Americans have coexistence in their natural temperament. Now, yes, for sure, there have been ups and downs in our relationship in the last century. But from the end of the 20th century to the first decade of the 21st century, has witnessed a big change. Our ties have deepened. India and the United States of America are bound together, by history and by culture. These ties will deepen further.

7.Fareed Zakaria: So far in your contacts with the Obama administration, you have had several cabinet ministers come here. Do you feel that there is a genuine desire from Washington to try to upgrade the relationship with India substantially?

Prime Minister: Relations between India and America should not be seen within the limits of just Delhi and Washington. It’s a much larger sphere. The good thing is that the mood of both Delhi and Washington is in harmony with this understanding. Both sides have played a role in this.

8.Fareed Zakaria: With regard to Russia’s action in Ukraine. India has not been particularly active. Do you, how do you view Russia’s annexation of the Crimea.

Prime Minister: Firstly, whatever happened there, innocent people died in a plane accident. That’s very saddening. These are not good things for humanity in this age. We have always expressed those views. There is a saying in India that the person who should throw a stone first is the person who has not committed any sins. In the world right now, a lot of people want to give advice. But look within them, and they too have sinned in some way. Ultimately, India’s view point is that efforts need to be made to sit together and talk, and to resolve problems in an ongoing process.

9.Fareed Zakaria: One of the areas that India has come on to the world scene or people have read about and heard about it, which has been unfortunate has been violence against women. This issue of rape. Why is it you think that there is this problem of, it seems persistent discrimination and violence against women in India and what do you think can be done about it?

Prime Minister: Look, us political pundits shouldn’t tangle ourselves up in knots by searching for the root cause of this problem. More damage is done by statements from political pundits. Dignity of women is our collective responsibility. There should be no compromise in this matter. There should be no erosion in the law and order situation. We have to revive the family culture in which a woman is respected and considered equal, her dignity encouraged. The main thing here is girl child education. By doing so the possibility of empowerment will increase. On August 15, my government pushed ahead a movement called: educate the girl, save the girl.

10.Fareed Zakaria: Ayman-al- Zawahiri the head of Al Qaida has issued a video and an appeal trying to create an Al Qaida in India. In south Asia he says but the message was really directed towards India and he says he wants to free Muslims from the oppression they face in Gujarat, in Kashmir. Do you think, do you worry that something like this could succeed?

Prime Minister: My understanding is that they are doing injustice towards the Muslims of our country. If anyone thinks Indian Muslims will dance to their tune, they are delusional. Indian Muslims will live for India. They will die for India. They will not want anything bad for India.

11.Fareed Zakaria: Why do you think it is that there is this remarkable phenomenon that you have a 170 million Muslims and they seem to be almost no or very few members of Al-Qaeda. Even though Al-Qaeda is in Afghanistan and of course the many in Pakistan. What is it that has made this community not as susceptible?

Prime Minister: Firstly, I am not the authority for doing a psychological and religious analysis on this … But the question is, whether or not humanity should be defended in the world? Whether or not believers in humanity should unite? This is a crisis against humanity, not a crisis against one country or one race. So we have to frame this as a fight between humanity and inhumanity. Nothing else.

12.Fareed Zakaria: When you look a year or two from now. Let us say a year from now. What would you like people to say that you have accomplished in your first year in office.

Prime Minister: See the biggest thing is that the people of the country have faith. That trust should never break. The public should have faith that this is the government they elected, and it’s trying to work for their welfare with honesty and commitment. That’s the biggest thing. If I can win the confidence of the people of India—not from my speeches—but by actions, then the power of 1.25 billion Indians will come together to take the country forward.

13.Fareed Zakaria: How do you relax? What do you enjoy doing when you are not working?

Prime Minister: Look, I’m not the "not-working” type. I derive pleasure from my work. Work gives me relaxation too. Every moment I am thinking of something new: making a new plan, new ways to work. In the same way that a scientist draws pleasure from long hours in the laboratory, I draw pleasure in governance, in doing new things and bringing people together. That pleasure is sufficient for me.

14.Fareed Zakaria: Do you meditate? Do you do Yoga?

Prime Minister: I’m fortunate that I was introduced to the world of yoga and pranayama at an early age. That has been very useful to me. I always advise everyone to make this a part of their lives.

15.Fareed Zakaria: You gave a long speech about the benefits of Yoga. Explain what you see them as.

Prime Minister: Sometimes, we notice our mind works on one thing, the body on another, and time brings us in conflict. Yoga synchronizes the heart, the mind, and the body. That is Yoga.

About Hindi Divas in Hindi - हिन्‍दी दिवस - 14 सितम्‍बर

संविधान ने 14 सितंबर, 1949 को हिन्दी को भारत की राजभाषा घोषित किया था. भारतीय संविधान के भाग 17 के अध्याय की धारा 343 (1) में यह वर्णित है कि “संघ की राजभाषा हिन्दी और लिपि देवनागरी होगी. संघ के राजकीय प्रयोजनों के लिए प्रयोग होने वाले अंकों का रूप अंतर्राष्ट्रीय होगा.

इसके बाद साल 1953 में हिन्दी को हर क्षेत्र में प्रसारित करने के लिये राष्ट्रभाषा प्रचार समिति, वर्धा के अनुरोध पर सन 1953 से संपूर्ण भारत में 14 सितंबर को प्रतिवर्ष हिन्दी दिवस के रूप में मनाया जाता है.

राष्‍ट्रपति श्री प्रणब मुखर्जी 14 सितम्‍बर, 2014 को नई दिल्‍ली में हिन्‍दी दिवस समारोह के दौरान। साथ में हैं, केन्‍द्रीय गृहमंत्री श्री राजनाथ सिंह और गृहमंत्रालय में आधिकारिक भाषा की सचिव श्रीमती नीता चौधरी।

देवियो और सज्जनो, 

मैं, हिंदी दिवस के अवसर पर आप सभी को हार्दिक बधाई और शुभकामनाएं देता हूं। हिंदी में सराहनीय कार्य के लिए मैं सभी पुरस्कार विजेताओं को विशेष बधाई देता हूं और आशा करता हूं कि वे राजभाषा को और अधिक बढ़ावा देंगे। 

भारत के संविधान में हिंदी को संघ की राजभाषा का दर्जा दिया गया है। इसके साथ ही, संविधान के भाग सत्रह, अनुच्छेद तीन सौ इक्यावन में कहा गया है कि राजभाषा हिंदी को इस तरह विकसित किया जाए कि वह भारत की विविध संस्कृति को व्यक्त करने में सक्षम हो। इस प्रकार राजभाषा के रूप में हिंदी को एक अत्यंत महत्त्वपूर्ण दायित्व सौंपा गया है। हिंदी भारत संघ की राजभाषा होने के साथ ही ग्यारह राज्यों और तीन संघ शासित क्षेत्रों की प्रमुख राजभाषा है। संविधान की आठवीं अनुसूची में शामिल अन्य इक्कीस भाषाओं के साथ हिंदी का एक विशेष स्थान है। हिंदी के महत्त्व को गुरुदेव रवीन्द्र नाथ टैगोर ने बड़े सुंदर रूप में प्रस्तुत किया था। उन्होंने कहा था, ‘भारतीय भाषाएं नदियां हैं और हिंदी महानदी’। 

देवियो और सज्जनो, 

लोकतंत्र में सरकार और जनता के बीच प्रशासनिक संपर्क को सशक्त बनाने में भाषा की महत्त्वपूर्ण भूमिका है। सरकारी नीतियों और योजनाओं को जनता तक उनकी अपनी बोली में पहुंचाने में भाषा सहायक है। यदि हम चाहते हैं कि हमारा लोकतंत्र प्रगतिशील हो तथा विकास योजनाएं जनता तक सुचारु रूप से पहुंचें तो हमें संघ के कामकाज में हिंदी का तथा राज्यों के कामकाज में उनकी प्रांतीय भाषाओं का प्रयोग बढ़ाना होगा। परंतु इसके साथ ही यह भी आवश्यक है कि सरकारी कामकाज की भाषा सरल हो। मुझे यह जानकर प्रसन्नता हो रही है कि राजभाषा विभाग ने हाल ही में सरल हिंदी शब्दावली तैयार की है। मुझे उम्मीद है कि यह शब्दावली हिंदी में कामकाज को बढ़ावा देगी। 

मैं, समय-समय पर देश भर के उच्च शिक्षा संस्थानों के शिक्षकों और विद्यार्थियों को अपने भाषण द्वारा भारत में उच्च शिक्षा के स्तर पर चिंता व्यक्त करता रहा हूं। ईसा पूर्व तीसरी सदी से बारहवीं ईस्वी सदी के पंद्रह सौ वर्षों के दौरान भारत शिक्षा के क्षेत्र में विश्वभर में प्रसिद्ध था। परंतु आज भारत का कोई भी उच्च शिक्षा संस्थान विश्व के दो सौ सर्वोत्तम संस्थानों में शामिल नहीं है। जरूरत इस बात की है कि बुनियादी शिक्षा से लेकर उच्च शिक्षा तक, ज्ञान-विज्ञान और तकनीकी पुस्तकें विद्यार्थियों को अपनी भाषाओं में पढ़ने के लिए मिलें। मुझे खुशी है कि राजभाषा विभाग द्वारा राजीव गांधी राष्ट्रीय ज्ञान-विज्ञान मौलिक पुस्तक लेखन योजना के द्वारा हिंदी में ज्ञान-विज्ञान की पुस्तकों के लेखन को बढ़ावा दिया जा रहा है। इससे हमारे विद्यार्थियों को ज्ञान-विज्ञान संबंधी पुस्तकें हिंदी में उपलब्ध होंगी। 

देवियो और सज्जनो, 

आधुनिक युग में आज इंटरनेट, मोबाइल आदि में हिंदी का प्रयोग काफी आगे बढ़ चुका है। इंटरनेट तथा मोबाइल सेवाओं के माध्यम से हम जनता को कुशल प्रशासन दे सकते हैं तथा जन-सेवाओं को स्थानीय भाषा के द्वारा गांव-गांव तक पहुंचा सकते हैं। मुझे बताया गया है कि सभी मंत्रालयों और विभागों ने अपनी वेबसाइटें हिंदी में भी तैयार कर ली हैं। सभी सरकारी कार्यालयों को अब यह सुनिश्चित करना होगा कि इन वेबसाइटों पर नवीनतम् सूचनाएं उपलब्ध हों जिससे जनता को तुरंत उपयोगी जानकारी उपलब्ध हो सके। 

अंत में, मैं राजभाषा विभाग को हिंदी दिवस के आयोजन के लिए बधाई देता हूं। मैं यहां उपस्थित हिंदी सेवियों तथा देश-विदेश के सभी हिंदी प्रेमियों से आग्रह करना चाहूंगा कि वे हिंदी के प्रचार-प्रसार के लिए पूरी निष्ठा के साथ प्रयास करें।

The growth slowdown in the last two years was broad based, affecting in particular the industry sector. Inflation too declined during this period, but continued to be above the comfort zone, owing primarily to the elevated level of food inflation. Yet, the developments on the macro stabilization front, particularly the dramatic improvement in the external economic situation with the current account def icit (CAD) declining to manageable levels after two years of worryingly high levels was the redeeming feature of 2013-14.

The f iscal def icit of the Centre as a proportion of GDP also declined for the second year in a row as per the announced medium term policy stance. Reflecting the above and the expectations of a change for the better, f inancial markets have surged. Moderation in inflation would help ease the monetary policy stance and revive the conf idence of investors, and with the global economy expected to recover moderately, particularly on account of performance in some advanced economies, the economy can look forward to better growth prospects in 2014-15 and beyond.

The Indian economy has been going through challenging times that
culminated in lower than 5 per cent growth of GDP at factor cost
at constant prices for two consecutive years, i.e. 2012-13 and 2013-
14. Sub-5 per cent GDP growth for two years in succession was last
witnessed a quarter of a century ago in 1986-87 and 1987-88 (Figure
1.1). Persistent uncertainty in the global outlook, caused by the
crisis in the Euro area and general slowdown in the global
economy, compounded by domestic structural constraints and
inflationary pressures, resulted in a protracted slowdown. The
slowdown is broadly in sync with trends in other emerging
economies, but relatively deeper. India’s growth declined from an
average of 8.3 per cent per annum during 2004-05 to
2011-12 to an average of 4.6 per cent in 2012-13 and 2013-14. Average
growth in the emerging markets and developing economies
including China declined from 6.8 per cent to 4.9 per cent in this
period (calendar-year basis). What is particularly worrisome is the
slowdown in manufacturing growth that averaged 0.2 per cent per
annum in 2012-13 and 2013-14.

Although average wholesale
price index (WPI) inflation declined in 2013-14 to 6.0 per cent vis-
à-vis 8.9 per cent in 2011-12 and 7.4 per cent in 2012-13, it is still
above comfort levels. Moreover, WPI inflation in food articles
that averaged 12.2 per cent annually in the five years ending
2013-14, was signif icantly higher than non-food inflation.

The external sector witnessed a remarkable turnaround after
the first quarter of 2013-14, and the year ended with a CAD of 1.7
per cent of GDP as against 4.7 per cent in 2012-13. After plummeting
to ` 68.36 to a US dollar on 28 August 2013, triggered by the
expected taper of quantitative easing in the United States, the
rupee gradually strengthened and the year ended with the exchange
rate averaging ` 61 per US dollar in March 2014, owing to measures
taken by the government and the Reserve Bank of India (RBI).
Foreign exchange reserves increased by nearly US$ 40 billion from
US$ 275 billion in early September 2013 to US$ 314.9 billion on
20 June 2014.

Improvement is also observed on the fiscal front, with the fiscal deficit declining from 5.7 per cent of GDP in 2011-12 to 4.9 per cent in 2012-13 and 4.5 per cent in 2013-14. Much of this improvement has been
achieved by reduction in expenditure

Box 1.1 : What are structural constraints?
The impact of domestic structural factors on the current economic slowdown in India is often explained in terms
of the irreconcilability of rate of fixed investment of around 30 per cent of GDP and sub-5 per cent growth, given
India’s demand conditions and long-term incremental capital-output ratio. Application of time series techniques
that attempt to decompose the slowdown into structural and cyclical components, have acknowledged the presence
of both, though the assignment of proportions differs (Chinoy and Aziz [2013]; IMF, WEO [2014]; Mishra [2013],
among others). The accentuation of structural constraints has been one of the factors contributing to sub-5 per
cent growth without a commensurate large decline in investment rate.
What are these structural factors? Salient among them as indicated by some studies are the following:
 Difficulties in taking quick decisions on project proposals have affected the ease of doing business. This has
resulted in considerable project delays and insufficient complementary investments.
 Ill-targeted subsidies cramp the fiscal space for public investment and distort allocation of resources.
 Low manufacturing base, especially of capital goods, and low value addition in manufacturing. Manufacturing
growth and exports could be facilitated with simplified procedures, easy credit, and reduced transaction cost.
 Presence of a large informal sector and inadequate labour absorption in the formal sector. Absence of required
skills is considered an important reason.
 Sustaining high economic growth is diff icult without robust agricultural growth. Low agricultural productivity
is hampering this.
 Structural factors engendering continued high food inflation need to be tackled. Issues related to significant
presence of intermediaries in the different tiers of marketing, shortage of storage and processing infrastructure,
inter-state movement of agricultural produce, etc. need to be addressed.

The last two years were particularly disappointing for the
manufacturing sector, with growth averaging 0.2 per cent per
annum. The decline has been quite broad based, as per data from
the index of industrial production (IIP). Decline in the growth
rate for basic goods continued for the third year in succession in
2013-14. Output of capital goods declined for the third year in a
row starting 2011-12. Contraction of 12.2 per cent in the consumer
durables segment was observed in 2013-14. Only intermediate and
non-durable consumer goods registered higher growth rate in 2013-
14 vis-à-vis 2012-13. Following close to double-digit growth between
2004-05 and 2011-12, the construction sector (that was the major
source of employment in this period, as can be seen from Box 1.2)
lost momentum in the last two years. Taken together with the
trends in capital goods, the slowdown in construction activity
reflects subdued business sentiments.

Box 1.4 : Investment Slowdown : Proximate Factors
Is it the nominal or real interest rate that explains the reduction in investment rate? A study entitled ‘Real Interest
Rate Impact on Investment and Growth- What the Empirical Evidence for India Suggests?’, by the RBI, indicates
that it is not so much the nominal but real interest rate that explains investment decisions. It is, however, argued by
some that, in recent years, investment growth has weakened despite lower real interest rates. The study highlights
that a lower real interest rate can stimulate investment and growth, provided it is not achieved via higher inflation.
The study further suggests that nominal interest rate is, however, more important than real interest rate for
investment planning at the f irm level.
The RBI study also points to the role of leverage in explaining investment decisions: ‘In a highly leveraged sector,
such as infrastructure, the required rate of return on equity may remain high but the actual return on equity will
be a function of interest costs and cash flows outlook. If interest costs rise and expected cash flow declines,
arranging adequate equity capital flow could be diff icult, which in turn may lead to shelving of some of planned
investment projects.’ The decline in cash flows of corporates could also be attributed to (a) sluggish demand
conditions, (b) weak pricing power, (c) high input cost, and (d) delays in collection of receivables after delivery of
orders.
Part of the slowdown in investment growth post 2007-08 can be attributed to policy uncertainty emanating from
diff iculties in land acquisition, delayed environmental clearances, infrastructure bottlenecks, problems in coal
linkages, ban on mining in selected areas, etc. According to Tokuoka (2012), high and volatile inflation (partly
caused by high fiscal deficit) along with heightened global uncertainty may have resulted in slowdown in corporate
investment. Slowdown in investment could also be explained in terms of the subdued business environment and
bleak business confidence.
Anand and Tulin (2014) suggest that while real interest rates explain aggregate investment activity better than
nominal interest rates, they account for only one quarter of the explained investment downturn. They conclude
that standard macro-financial variables do not fully explain the recent investment slump and increased uncertainty
along with deteriorating business conf idence have also played a key role. According to them, lowering nominal
interest rates may provide short-term relief from interest burden but, in the medium term, lower rates with little
slack in the economy will lead to further inflation, affecting investment adversely. Therefore structural reforms and
resolving supply-side bottlenecks are the key to incentivizing investment.

Prospects for 2014-15

the Indian economy can recover only gradually with
the GDP at factor cost at constant prices expected to grow in the
range of 5.4 – 5.9 per cent in 2014-15. This assumes the revival of
growth in the industrial sector witnessed in April 2014 to continue
for the rest of the year, the generally benign outlook on oil prices
(notwithstanding the uncertainty on account of recent
developments in the Middle East), and the absence of pronounced
destabilizing shocks (including below-normal monsoons). Growth
in the above range implies a pick-up, aided by an improved external
economic situation characterized by a stable current account and
steady capital inflows, improved fiscal situation and, on the supply
side, robust electricity generation and some recovery in
manufacturing and non-government services.
