30% Increase in BEST Fares - Is It Justified.

Today I paid Rs. 31 for Best bus fare from Thane to Larsen and Toubro in place of the earlier Rs. 23. It is an increase of 8 rupees which is more than 30% rise in the fare. Is it justfied?
