The charming town of Garsain located around 280 km from Dehradun is situated in the Chamoli district of Uttarakhand. Gairsain officially became the summer capital of Uttarakhand. This happened after the state Governor Baby Rani Maurya gave her assent to it on June 8. The state government shared this information in its notification. This town nestled in Garhwal region and is located at around 280km away from Dehradun, the winter capital.

BHEL, Haridwar has two manufacturing plants, Heavy Electricals Equipment Plant (HEEP) and Central Foundry Forge Plant (CFFP). It also has a Pollution Control Research Institute, PCRI. Uttarakhand Budget Analysis 2021-22


The Gross State Domestic Product (GSDP) of Uttarakhand for 2021-22 (at current prices) is projected to be Rs 2,78,006 crore. 

Capital Outlay

Uttarakhand’s capital outlay for 2021-22 is estimated to be Rs 8,973 crore, which is annual increase of 29% over 2019-20.  The revised estimate for capital outlay in 2020-21 is Rs 7,609 crore which is 3% higher than the budget estimate.  The state estimates a significant annual increase in capital outlay across several sectors in 2021-22 as compared to actual expenditure 2019-20.  These include: (i) housing (161%), (ii) health and family welfare (114%), and (iii) welfare of disadvantaged sections (89%).     Among major sectors, capital outlay towards agriculture and allied activities decreased by 53% in 2021-22 in comparison to actual expenditure for 2019-20. 

Capital expenditure for 2021-22 is proposed to be Rs 13,364 crore, which is an annual decrease of 4% over the actual expenditure in 2019-20.  Capital expenditure includes expenditure affecting the assets and liabilities of the state, such as: (i) capital outlay, i.e., expenditure which leads to the creation of assets (such as bridges and hospitals), and (ii) repayment and grant of loans by the state government.

Uttarakhand’s capital outlay for 2020-21 is estimated to be Rs 7,383 crore, which is 13.7% higher than the revised estimate of 2019-20.  For the year 2019-20, the revised estimate for capital outlay is 1.2% lower than the budget estimate.  In 2020-21, 22% of the total capital outlay is towards Transport, and 19% is towards Rural Development and Water Supply, Sanitation, Housing and Urban Development, each. 

Revenue expenditure for 2020-21 is proposed to be Rs 42,390 crore, which is an increase of 19.5% over the revised estimates of 2019-20.  This expenditure includes payment of salaries, pension, and interest etc.

Role of Administrator:

The administrator’s role in educational institution has to be a guiding and counseling to 

the teaching staff and students under his charge. A great deal o f h is job performance and activity 

status depends upon his or her administration. He has to perform several innovative, creative, 

functional works. He must interact, motivate, inspire his subordinators and guide them for better 

job performance. H e has big responsibilities to perform many duties namely the most important 

o f all is academic administrative, co-curricular activities, close co-ordination and understanding 

between different departments and units of the institution is of paramount significance.

The administrator o f the higher education is responsible for affecting much co-ordination.


Administration and management - two separate functions:  But American and British Conceptions are Different

According to American school of thought management thinkers, such as Seldom, Lead Schulz and Spriengel, the term administration is broader than management. Administration determines the specific goals and lays down the broad areas within which goals have to be achieved. Administration is a policy- making function; On the other hand, management involves implementing the broad policies laid down by administration. Administrators do the thinking while manager’s act; administration is a top- level activity while management is a lower level function.


British management thinkers such as Brench, Fayol and Kimball asserts that management is a broader concept as compared to administration. Administration handles the problems arising out of execution of policies laid down by management. According to them, management is the rule making and rule enforcing activity. It is a much more comprehensive and an all-encompassing term of which administration is a part of management. 

A n Administration is regarded as the process of influencing the activities of an individual or a group in effort towards goal achievement in a given situation.

Knowledge is understandings of the world upon which we rely because they are produced by the best methods at our disposal. The expert knowledge  is not produced merely by immediate sense impressions. One cannot know the half-life of plutonium-238 merely by staring at a lump of rock. One cannot know the effect of sugar on the body merely by eating candy. To know any of these things, one must use the 
disciplinary methods of chemistry or medicine. These disciplines cumulatively produce understandings that are continuously tested and revised by communities of trained scholars. 

Expert knowledge is a process of constant exploration, revision, and adjudication. Expert knowledge, and the procedures by which it is produced, are subject to endless reexamination and reevaluation. It is this process of self-questioning that justifies society’s reliance on expert knowledge. Such knowledge may in the end prove accurate or inaccurate, but it is the best we can do at any given time. That is why we are largely justified in relying on it.

Knowledge, including knowledge of the past, exists to serve the needs of the living.
