MPs and MLAs are to be asked to prepare a constituency public opinion report at least once a year and submit it to Parliament and Assembly. Democracy is government by people that means government by public opinion.
The above statement needs to be modified. There has to be a statutory obligation for the MPs and MLAs to certify that they ascertained the public opinion for each issue of policy for which they have to vote.
On every issue MLAs and MPs have to vote, they have to submit a public opinion report of their constituency.
MPs and MLAs are doing a service and this service is opinion collection and consolidation. It needs to be a part of the rules of conduct MLAs and MPs..
