Aquaculture - Fish Production and Productivity in India

India stands third in world in terms of fish production, contributing 8 percent to the global  fish production and ranks second in aquaculture production

Under PMMSY, overall fish production in the country has shown an increasing trend, registering a fish production of 162.48 lakh tonnes in 2021-22from 141.64 lakh tonnes in 2019-20

Indian fishing sector



Indian fishing sector constitutes about 6.3% of the global fish production.
The sector contributes to 1.1% of the Gross Domestic Product (GDP).
It is 5.15% of the agricultural GDP.
The total fish production of 10.1 million metric tonnes presently has nearly 65% contribution from the inland sector and the rest is from marine sector.
In the fish farms the productivity can be 5000 kg per hectare per annum. But the the average in India is less than 3000 kg. Hence there is good potential to increase productivity in the fishing sector in Indian fish farms.

We have to examine productivity science, productivity engineering and productivity management activities to identify the steps to be taken in each of these phases of productivity improvement at national, state, and district levels by government. Similarly the steps to be taken at industry level and unit level are to be identified.

Carp Culture in Fresh Water Ponds

Brief economics: With four carp species culture at 6000 / ha stocking density and with 80 per cent survival, the culture would yield 400 to 500 kg / 0.1 ha / 12 to 18 months culture and at Rs.80/- a kilo, the gross income would be 32,000/- to 40,000/-, with about Rs.15,000/- towards annual expenditure for fish seed, lime, manure and feed.

 This study evaluates the performance of a wide range of aquaculture systems in Bangladesh. It is by far the largest of its kind attempted to date. The purpose of this study was to identify and analyze the most important production systems, rather than to provide a nationally representative overview of the entire aquaculture sector of Bangladesh. As such, the study yields a huge amount of new information on production technologies that have never been thoroughly researched before. The study reveals an extremely diverse array of specialized, dynamic and rapidly evolving production technologies, adapted to a variety of market niches and local environmental conditions. This is a testament to the innovativeness of farmers and other value chain actors who have been the principal drivers of this development in Bangladesh. Data was collected from six geographical hubs. The survey was conducted from November 2011 to June 2012. Technological performance in terms of detailed input and output information, fish management practices, credit and marketing, and social and environmental issues were captured by the survey questionnaire, which had both open and closed format questions. The study generated insights that enable better understanding of aquaculture development in Bangladesh.

Agricultural Technology Management Agency (ATMA) Scheme - India

Implementation of ATMA

Agricultural Technology Management Agency (ATMA) Scheme is under implementation in 640 districts of 29 States & 3 UTs of the country.

Main objectives of the Scheme are to promote decentralized farmer-driven and farmer-accountable extension system through an institutional arrangement for technology dissemination in the form of an Agricultural Technology Management Agency (ATMA), encourage multi-agency and broad-based extension strategies, adopt group approach to extension and facilitate convergence of programmes in planning, execution & implementation at district level.

Under the scheme grants-in-aid is released to the States/UTs with an objective to support State Governments efforts in revitalizing the extension system and making available the latest agricultural technologies in different thematic areas to increase production in agriculture & allied sectors through a Cafeteria of Activities which include Farmers Training, Demonstrations, Exposure Visits, Kisan Mela, Mobilization of Farmers Groups, Setting up of Farm School, Innovative Technology Dissemination, Research-Extension Linkages etc.


ATMA under 10th Plan
The scheme is suppported by the Central Government. The funding pattern is 90% by the central Government and 10% by the state government. The 10% state’s share shall consist of cash contribution of the State, beneficiary contribution or the contribution of other non-governmental organizations

Allocation of funds :

The entire X Plan outlay (Rs.226.07 crores) for the scheme shall be utilized for activities to be implemented by States/ districts.  The decision on use of funds will be taken at 3 levels namely – Centre, State and District.
An amount of Rs. 167.56 crores amounting to 77.53% has been allocated for district level programmes.
An amount of Rs. 22.15 crores amounting to 10.25% has been allocated for State level programmes.
An amount of Rs. 26.41 crores amounting to 12.22% shall be available under the control of the Government of India.  This amount shall be utilized for innovative activities to be approved by the Government of India.  However, implementation of these activities will be done by States/districts.

Groundnut cultivation: Multiplying farm incomes in West Midnapore

The groundnut cultivation package was  demonstrated by KVK, Midnapore in field demonstrations in 10 hectare area during rabi-summer season with TAG-24 variety. The farmers harvested 20 quintal/ha average yield with net return of Rs 25000/ha. The success prompted the KVK to conduct trials  during next kharif season where 12 quintal/ha and Rs 16000/ha net return could be realised.

“Compared to the local groundnut variety, I earned INR 2,000-3,000  more per acre from the new improved variety ‘Devi’,”  Bhubaneswar Biswal, a farmer Kalahandi district in  Odisha, India.

Machine for Threshing


Threshing, a post-harvest activity, involves separation of pods from the groundnut haulms. This key activity is facing shortage of labor availability during the peak season. To tackle this issue, ICRISAT introduced dry plant threshers in Ganjam and Bolangir districts of Odisha. The results from field trials indicate that  50% reduction in cost is achieved  compared to manual threshing.


Over a span of 6-7 hours, the machine can thresh two hectares of groundnut plant (about 3,500 kg). Small heaps of plants are dried by keeping plants upside down to ensure easy threshing. This practice also contributes to better quality pods as they are away from the soil during the drying process.  Based on this success,  the use of threshers will be promoted in  12 major groundnut-growing districts  of Odisha (Jajpur, Jagatsinghpur, Balasore, Kendrapara, Dhenkhanal, Gajapati, Puri, Cuttack, Naupada, Ganjam, Kalahandi, Bolangir) of Odisha.

In a recently conducted a one-day training program on ‘Opportunities for Mechanization of Groundnut Production in Odisha’,  Dr Pradhan from Farm and Implements Unit of the Orissa University of Agriculture Technology (OUAT) discussed the importance of using seed drills to ensure line planting to facilitate inter-cultural operations, plant diggers, decorticators and graders.

Reducing post-harvest loss of seeds


Generally groundnut seeds are prone to quality deterioration and damage due to improper storage. Purdue Improved Crop Storage (PICS)-based triple layer plastic bags can be used to store groundnut pods without loss of viability for a period of eight months.

“This cost-efficient environment-friendly technology can be used by farmers to save and reuse their own seeds for the next season. It helps regulate moisture content and insect activity. The PICS bags can not only protect the pod quality but also prevent aflatoxin contamination.

Sowing Advisories - Digital Communication


Sowing advisories, such as the sowing date, land preparation, soil test based fertilizer application, and so on from ICRISAT and Microsoft.

“I have three acres of land and sowed groundnut based on the sowing recommendations provided through mobile phone.  My crops were harvested on October 28 last year, and the yield was about 1.35 ton per hectare.  Advisories provided for land preparation, sowing, and need-based plant protection proved to be very useful to me,”  Chinnavenkateswarlu, Farmer, Bairavanikunta village, Devanakonda Mandal in Kurnool district in AP.

He along with the 174 others achieved an average of 30% higher yield per hectare.

Sowing date as such is very critical to ensure that farmers harvest a good crop and digital tools can first determine optimal date and then communicate it quickly and in a timely way to farmers.

About Ground Crop in India

Groundnut:

Groundnut is the most important oilseed of India and accounts for a little less than half of the major oilseeds produced in the country.

Conditions of Growth:

It thrives best in the tropical climate and requires 20°-30°C temperature and 50-75 cm rainfall. Isohyet of 100 cm marks the upper limit of groundnut cultivation. It is highly susceptible to frost, prolonged drought, continuous rain and stagnant water.

Dry winter is needed at the time of ripening. It can be grown both as a kharif and as a rabi crop but 91 per cent of the total area under groundnut is devoted to kharif crop. Well drained light sandy loams, loams, red, yellow and black cotton soils are well suited for its cultivation.

Production and Distribution:

India is the largest producer of groundnut in the world and accounts for about one-third of the world’s production. There had been almost 150 per cent increase in the production of groundnut from 34.8 lakh tonnes in 1950-51 to a record production of 85.6 lakh tonnes in 1992-93.

 Production fell from 70.28 lakh tonnes in 2001-02 to 43.63 lakh tonnes in 2002-03 due to failure of monsoon rainfall in 2002-03.

Gujarat, Tamil Nadu and Andhra Pradesh are the three main producers. These three states together account for over 65 per cent of total production of India. Gujarat is the largest producer contributing over 25 per cent of India’s total production.

Tamil Nadu is the second largest producer accounting for over 22 per cent of the total groundnut produced in India.

Andhra Pradesh is the third largest producer of groundnut in India and accounts for over 18 per cent of India’s total production. About 50 per cent of the state’s production comes from Chittoor, Kurnool and Anantpur districts, though other districts also produce sufficient groundnut.

Many agribusinesses have invested in modern farming systems to meet quality requirements for agricultural exports, processing, marketing and retailing.

Farmers’ benefit from modern farming systems characterized by better co-ordination of farm activities - access to quality inputs, information about modern production techniques, harvesting and post harvest management, processing and marketing.

Recognizing the benefits of improved farming systems for quality of produce and productivity along with implications for farm incomes, government sector, donor agencies and NGO's are partnering to engage in upgrading traditional agricultural systems through innovative approaches of multi-party projects.

Many creative efforts will be required to ensure that the revolution is inclusive and does not bypass small and marginal farmers.

In India, vegetables are mostly grown and  consumed regionally. Fruits are grown in specific regions e.g. apples grown in the Himalayas, grapes in Maharashtra etc. and have to be distributed across regions. Lack of proper post-harvest management leads to loss of the fruits estimated up to 40 percent. Employment in Agriculture Sector in India


There were 111 million cultivators and 75 million agricultural labourers as per the 1991 census giving 185 million people as working on land.

In 2011 census, the figures were 119 million cultivators and 144 million agricultural labourers giving total number as 263 million who were working on land.

A study of Professor C.R. Mehta, Central Institute of  Agricultural Engineering,Bhopal, machines are now supplying 90% of power required in agricultural operations. But still manpower is being used in number of operations - lower power required but still work or operation needs to be done.

Overview

While agriculture’s share in India’s economy has progressively declined to less than 15%. But  the sector’s importance in India’s economic and social fabric goes well beyond this indicator. The majority of India’s poor  are found in rural areas.

India is a global agricultural powerhouse. It is the world’s largest producer of milk, pulses, and spices, and has the world’s largest cattle herd (buffaloes), as well as the largest area under wheat, rice and cotton. It is the second largest producer of rice, wheat, cotton, sugarcane, farmed fish, sheep & goat meat, fruit, vegetables and tea. The country has some 195 m ha under cultivation of which some 63 percent are rainfed (roughly 125m ha) while 37 percent are irrigated (70m ha). In addition, forests cover some 65m ha of India’s land.

Challenges

Three agriculture sector challenges will be important to India’s overall development and the improved welfare of its rural poor:

1. Raising agricultural productivity per unit of land:

2. Reducing rural poverty through a socially inclusive strategy that comprises both agriculture as well as non-farm employment: There is a clear need for a faster shifting of workers to nonfarm sector. Hence, poverty alleviation is a central pillar of the rural development efforts of the Government and the World Bank.


Policy makers will thus need to initiate  and build a solid foundation for a much more productive, internationally competitive, and diversified agricultural sector.

Priority Areas for Support

1. Enhancing agricultural productivity, competitiveness, and rural growth

Promoting new technologies and reforming agricultural research and extension: Major reform and strengthening of India’s agricultural research and extension systems is one of the most important needs for agricultural growth. These services have declined over time due to chronic underfunding of infrastructure and operations, no replacement of aging researchers or broad access to state-of-the-art technologies. Research now has little to provide beyond the time-worn packages of the past. Public extension services are struggling and offer little new knowledge to farmers. There is too little connection between research and extension, or between these services and the private sector.

Improving Water Resources and Irrigation/Drainage Management: Agriculture is India’s largest user of water.  Piped conveyance, better on-farm management of water, and use of more efficient delivery mechanisms such as drip irrigation are among the actions that could be taken. There is also a need to manage as opposed to exploit the use of groundwater. Incentives to pump less water such as levying electricity charges or community monitoring of use have not yet succeeded beyond sporadic initiatives. Other key priorities include: (i) modernizing Irrigation and Drainage Departments to integrate the participation of farmers and other agencies in managing irrigation water; (ii) improving cost recovery; (iii) rationalizing public expenditures, with priority to completing schemes with the highest returns; and (iv) allocating sufficient resources for operations and maintenance for the sustainability of investments.

Facilitating agricultural diversification to higher-value commodities: Encouraging farmers to diversify to higher value commodities will be a significant factor for higher agricultural growth, Moreover, considerable potential exists for expanding agro-processing and building competitive value chains from producers to urban centers and export markets. While diversification initiatives should be left to farmers and entrepreneurs, the Government can, first and foremost, liberalize constraints to marketing, transport, export and processing.

Promoting high growth commodities: Some agricultural sub-sectors have particularly high potential for expansion, notably dairy. The livestock sector, primarily due to dairy, contributes over a quarter of agricultural GDP and is a source of income for 70% of India’s rural families, mostly those who are poor and headed by women. Growth in milk production, at about 4% per annum, has been brisk, but future domestic demand is expected to grow by at least 5% per annum. Milk production is constrained, however, by the poor genetic quality of cows, inadequate nutrients, inaccessible veterinary care, and other factors. A targeted program to tackle these constraints could boost production and have good impact on poverty.

Developing markets, agricultural credit and public expenditures: Private sector investment in marketing, value chains and agro-processing is growing, but much slower than potential. There are restrictions on privates sector. They have to lifted gradually to  enable diversification and minimize consumer prices. Improving access to rural finance for farmers is another need as it remains difficult for farmers to get credit. Subsidies on power, fertilizers and irrigation have progressively come to dominate Government expenditures on the sector, and are now four times larger than investment expenditures, crowding out top priorities such as agricultural research and extension.

2. Poverty alleviation and community actions

Self Help Groups

While agricultural growth will, in itself, provide the base for increasing incomes, for the 170 million or so rural persons that are below the poverty line, additional measures are required to make this growth inclusive. For instance, a rural livelihoods program that empowers communities to become self-reliant has been found to be particularly effective and well-suited for scaling-up. This program promotes the formation of self-help groups, increases community savings, and promotes local initiatives to increase incomes and employment. By federating to become larger entities, these institutions of the poor gain the strength to negotiate better prices and market access for their products, and also gain the political power over local governments to provide them with better technical and social services. These self-help groups are particularly effective at reaching women and impoverished families.

3. Sustaining the environment and future agricultural productivity

In parts of India, the over-pumping of water for agricultural use is leading to falling groundwater levels. Conversely, water-logging is leading to the build-up of salts in the soils of some irrigated areas. In rain-fed areas on the other hand, where the majority of the rural population live, agricultural practices need adapting to reduce soil erosion and increase the absorption of rainfall. Overexploited and degrading forest land need mitigation measures. There are proven solutions to nearly all of these problems. The most comprehensive is through watershed management programs, where communities engage in land planning and adopt agricultural practices that protect soils, increase water absorption and raise productivity through higher yields and crop diversification. At issue, however, is how to scale up such initiatives to cover larger areas of the country. Climate change must also be considered. More extreme events – droughts, floods, erratic rains – are expected and would have greatest impact in rain-fed areas. The watershed program, allied with initiatives from agricultural research and extension, may be the most suited agricultural program for promoting new varieties of crops and improved farm practices. But other thrusts, such as the livelihoods program and development of off-farm employment may also be key.


World Bank Support

Over the past five to ten years, the Bank has been supporting:

 R&D in Agricultural Technology through two national level projects with pan-India implementation (the National Agriculture Technology Project and the National Agriculture Innovation Project) coordinated by the Government of India’s Indian Council for Agricultural Research (ICAR).

 Dissemination of Agricultural Technology: New approaches towards the dissemination of agricultural technology such as the Agriculture Technology Management Agency (ATMA) model have contributed to diversification of agricultural production in Assam and Uttar Pradesh. This extension approach is now being scaled-up across India.

Better delivery of irrigation water: World Bank support for the better delivery of irrigation water ranges from projects covering large irrigation infrastructure to local tanks and ponds. Projects also support the strengthening of water institutions in several states (Andhra Pradesh, Karnataka, Maharashtra, Rajasthan, Tamil Nadu, Uttar Pradesh) improved groundwater management practices (for instance, in the upcoming Rajasthan Agriculture Competitiveness Project).

Sustainable agricultural practices through watershed and rainfed agriculture development (Karnataka, Himachal Pradesh, Uttarakhand), soil reclamation efforts (Uttar Pradesh) and, more recently, improved groundwater management practices (for instance, in the upcoming Rajasthan Agriculture Competitiveness Project).

Improved access to rural credit and greater gender involvement in rural economic activities through rural livelihood initiatives undertaken by a number of states (Andhra Pradesh, Bihar, Madhya Pradesh, Orissa, Rajasthan, Tamil Nadu) and soon to be scaled up by GOI with Bank support through a National Rural Livelihood Mission.

Agricultural insurance by advising GOI on how to improve the actuarial design and implementation of the insurance program (e.g. rating methodology and product design, index insurance, use of mobile and remote sensing technology to measure yields, etc.).

Improved farmer access to agriculture markets through policy reforms and investments under the Maharashtra Agricultural Competitiveness Project which aims to reform regulated wholesale markets and provide farmers with alternative market opportunities.

The land policy agenda through analytical work as well as non-lending technical assistance in support of GOI’s National Land Records Modernization Program.

Better rural connectivity through IDA support to the Prime Minister’s National Rural Roads Program (PMGSY), and by connecting rural poor and smallholder farmers through collective action to public services through Self-Help Groups (and SHG federations), Water User Associations and Farmer Producer Organizations. Recently the Bank’s Board of Executive Directors approved the National Rural Livelihood Mission, which supports SHG approaches through a pan-India approach.

Shrinking Agricultural land in India - 2011
The cultivable land in India has shrunk marginally by 0.43% to 182.39 million hectare in last five years.

This is due to shift in area for non-agricultural purposes such as buildings, road and railways among others.

The total agricultural land in 2003-04 was 183.19 million hectares against 182.39 million hectare in 2008-09, a fall of 0.80 million hectare, according to the government data.
