A person with the mental temperament of a Kshatriya is ideally suited for proper administration and execution of a planned task.

The Yajurveda mentions about manager (Kalpinah) and Chief Manager (Adhi Kalpinah)

Powers shall be shared.

Cohesiveness is the degree of solidarity and positive feelings held by individuals toward their group.

The resolution should be common, minds and thought be united so that all may happily concur.



Leadership


Leadership is to be bestowed upon a deserving person in a befitting manner (p 240)

The leader is the doer of many deeds for the benefit of others.

Leader shall be for the benefit of his followers.

He hears the words of his followers.

He is a thinker.

He knows. Directs others properly.

He is very wise.

Motivation

Motivation refers to the factors that cause, channel and sustain an individual's behavior.

For conquering, the energies of the heroes have to excited and their noises should go up together.

Communication is the process by which people attempt to share meaning via the transmission of symbolic messages.

Ancient Indian ideas and ideals are not antagonistic to universal well-being (Ekatma Manav Darshan)

The concept of nation that present Indians talk of comes from the ancient idea of Bharat Varsh, that includes  territorial description and cultural description with Sanatan Dharma as the foundation.

Golwalkar’s conception of Hind Rashtra, the ideal for this territory is not theocracy. Rather it it can be branded as “Dharmocracy”. He emphasizes Dharma-centricity of Indian cultural ethos. Dharma is a very comprehensive concept enriched by several ideas and ideals, customs, traditions and practices which are beneficial to individual, society and world at large.

He spearheaded one of the strongest religious, cultural and social organizations of the world making determined efforts to inculcate in its followers a burning devotion to India and its ancient national ethos. He tried to kindle in them the spirit of dedication, moral character, service to society and its security.. He strived to arouse social consciousness, mutual goodwill, love and cooperation among them all and made them realize that castes, sects, languages etc. are secondary and the concept of the nation is supreme. People should not do anything that injures the nation and its spirit.  Thus he tried to inculcate in them behavior that strengthens the spirit of national consciousness in every Indian.

Micro enterprises constitute a major economic segment in our country and provides large employment after agriculture. This segment include micro units engaged in manufacturing, processing, trading and services sector. It provides employment to nearly 10 crore people. Many of these units are proprietary/ single ownership or Own Account enterprises


The Micro Enterprises  Constraints

The major constraints faced by the myriad of the micro enterprises along the length and breadth of the country include :

Infrastructure Gaps

Lack of growth orientation

Skill Development Gaps

Policy Advocacy Needs

Lack of Market Development / Market Making

Knowledge Gaps

Information Asymmetry

Entry Level Technologies

The biggest bottleneck to the growth of entrepreneurship in the NCSBS is lack of financial support to this sector. The support from the Banks to this sector is meagre, with less than 15% of bank credit going to Micro, Small and Medium Enterprises (MSMEs).

A vast part of the non-corporate sector operates as unregistered enterprises. They do not maintain proper Books of Accounts and are not formally covered under taxation areas. Therefore, the banks find it difficult to lend to them. Majority of this sector does not access outside sources of finance.



The MUDRA Organization - Micro Units Development & Refinance Agency Ltd (MUDRA)

In the above backdrop the Micro Units Development & Refinance Agency Ltd (MUDRA) was set up by the Government of India (GoI). MUDRA has been initially formed as a wholly owned subsidiary of Small Industries Development bank of India (SIDBI) with 100% capital being contributed by it. Presently, the authorized capital of MUDRA is ₹5000 crores and paid up capital is ₹1675.92 crore, fully subscribed by SIDBI. More capital is expected to enhance the functioning of MUDRA.

This Agency would be responsible for developing and refinancing all Micro-enterprises sector by supporting the finance Institutions which are in the business of lending to micro / small business entities engaged in manufacturing, trading and service activities. MUDRA would partner with Banks, MFIs and other lending institutions at state level / regional level to provide micro finance support to the micro enterprise sector in the country.

Micro Finance is an economic development tool whose objective is to provide income generating opportunities to the people at the bottom of the pyramid. It covers a range of services which include, in addition to the provision of credit, many other credit plus services , financial literacy and other social support services.

Roles and Responsibilities of MUDRA

MUDRA has been formed with primary objective of developing the micro enterprise sector in the country by extending various support including financial support in the form of refinance, so as to achieve the goal of “funding the unfunded”. The GOI Press release of 2 March 2015 has laid down the roles and responsibilities of MUDRA.

Subsequently GOI has also decided that MUDRA will provide refinance support, monitor the PMMY data by managing the web portal, facilitate offering guarantees for loans granted under PMMY and take up other activities assigned to it from time to time. Accordingly MUDRA has been carrying out these functions over the last one year.

The current technical limits for accounts are:


Direct Messages (daily): The limit is 500 messages sent per day.

posts: 2,400 per day. The daily update limit is further broken down into smaller limits for semi-hourly intervals. Reposts are counted as posts.

Changes to account email: 4 per hour.

Following (daily): The technical follow limit is 400 per day. Please note that this is a technical account limit only, and there are additional rules prohibiting aggressive following behavior. 

Following (account-based): Once an account is following 5,000 other accounts, additional follow attempts are limited by account-specific ratios. 

These limits include actions from all devices, including web, mobile, phone, API, etc. API requests from all third-party applications are tracked against the hourly API limit. People who use multiple third-party applications with their account will therefore reach the API limit more quickly. 


These limits may be temporarily reduced during periods of heavy site usage. In such cases, we will post an update on the X status site.

 


What happens if I hit a limit?

 

If you do reach a limit, we'll let you know with an error message telling you which limit you've hit. For limits that are time-based (like the Direct Messages, posts, changes to account email, and API request limits), you'll be able to try again after the time limit has elapsed.


The post limit of 2,400 updates per day is further broken down into semi-hourly intervals. If you hit your account update/post limit, please try again in a few hours after the limit period has elapsed.

Kamala Harris - Vice President Partner of Joe Biden - USA



Kamala Devi Harris was born on October 20, 1964, in Oakland, California. Her mother, Shyamala Gopalan, was  from Tamil Nadu, India. Her father, Donald Harris, is now a Stanford University emeritus professor of economics, emigrated from British Jamaica. 

Harris was raised in Berkeley, California. She  visited their mother's family in Chennai sometimes. Her parents divorced when she was seven; she  visited her  father in Palo Alto on weekends.   When she was 12, Harris and her sister moved with their mother to Montreal, Canada, where their mother had accepted a research position at Jewish General Hospital and teaching at McGill University.She  graduated in  Canada in 1981.

At Howard University in Washington, D.C., she double-majored in political science and economics (B.A. 1986). She interned in the office of  California senator Alan Cranston. In 1989, Harris  earned her Juris Doctor from the University of California, Hastings College of the Law in San Francisco. She passed the bar examination and gained admission to the State Bar of California on June 14, 1990.

Allow Industry 4.0 Technology in New Units in Backward Locations

Now Industry 4.0 technology is being implemented world over. There are worries about employment issues due to introduction of new technology. Government has to regulate its introduction and diffusion to protect current employees.  In this context, I propose that in the first installment Government may allow building new plants in backward industrial locations up to a yearly limit of  10% of the existing capacity of an industry (5% productivity improvement and 5% new products).  The objectives of such a policy are allowing technological absorption and its further development concurrently with the rest of the world, backward area development and decongestion of existing industrial locations. We have to note that when already congested industrial locations are being used for further setting up facilities, new infrastructure development is not taking place. All concerned are ignoring infrastructure and overusing existing facilities. Instead, if new technology is allowed only in new backward location, infrastructure development also takes to an adequate extent.

Allowing only 10% expansion each year in new location with new technology may not disturb existing employment at all, as the market may absorb the new production at the reduced cost of production that the new technology may be able to produce. In this context, productivity of the new technology is an important consideration.

To my email communication campaign on this issue, I got one reply saying the limit can be increased to 20% to encourage employment in new locations.

By taking up this policy stance, Government can actively promote startups in Industry 4.0 Factories and Service Facilities.


Progress of Industry 4.0 in India

Many Indian companies have started exploring applications of Industry 4.0 in their operations.
According to a recent BCG-CII survey, almost 60% of the surveyed companies have started deploying data analytics in some fashion.
20-40% are experimenting with autonomous robots and additive manufacturing.
More than 75% of the companies indicated that they will be trying at least three or more of industry 4.0  technologies over the next five years.

An Indian Research Paper with 6000+ Citations - A Big Achievement for Indian Science and Technology

 A 13-year-old research paper that proposed a computational method to help design cars and manage financial portfolios  has become the first ever from India to receive 6,000-plus citations from scholars worldwide.  The paper was autored by Kalyanmoy Deb, engineer turned computer scientist, faculty member of IIT Kanpur Kalyanmoy Deb and three undergraduate students of IIT Kanpur. It  has received 6,035 citations until weekend of 11 May 2015. .


Among more than 50 million research papers catalogued in a global scientific database called the Web of Science Core Collection, covering the period 1945 through 2015, only 541 have over 5,000 citations. This paper written exclusively by Indians from an Indian institution earned the distinction of being one among those 541 papers.  The paper was published in  2002 in the journal IEEE Transactions in Evolutionary Computation.  The paper described a strategy to find solutions to myriad problems that involve multiple and, at times, even conflicting goals and also to find multiple solutions of which only a few may be truly attractive.

The second most highly cited paper written exclusively by Indian authors is a 1995 paper by Gautam Desiraju, a professor of chemistry at the Indian Institute of Science, Bangalore, on crystal engineering. It has drawn over 2,900 citations.

The world’s highest cited paper has over 300,000 citations. It is a 1951 paper by a US scientist that described a method to measure proteins in a liquid.

Only 14,499 research papers among the 50 million listed in the Web of Science Core Collection database have more than 1,000 citations according to a paper published in the journal Nature in  October 2014. 50 papers from India get that distinction.
