Modi's economic policies are basically failures and he abandoned them. Make in India is a failure. Mudra Finance is a failure. Farmers are on warpath. Even in services, nothing significant was done.
Crony capitalism tag remains. Many industrialists are unhappy now.
Regarding corruption in Government activities, the perception of many is that corruption is same now as in earlier governments. As we all know, this became an issue in election of Karnataka and is one of the reasons for failure of BJP in Karnataka. Many intellectual supporters of Modi, now say you have to choose lesser evil and vote for Modi.
