I request all MPs to  contact all associations related to agriculture, industry and business in their  constituency and ascertain their investment plans every year. Along with that please get information on facilities to be created by municipal, state and central governments.

The requirements can be consolidated after discussions and evaluation and can be sent to the respective government as the constituency requirement plan for every year. They should be taken into consideration by the government for inclusion in the budget.

Decentralized planning becomes possible by this active involvement of MPs and MLAs in planning.

Criticism of budget by MPs will be facilitated by their preparing constituency requirement plans.

Monitoring of Budget Allocations to Central Government Departments in Your Constituency.

If constituency requirement plan is prepared, it can be compared with budget requests made by various departments in the constituency and modifications can be suggested. When approved budgets come, they can be compared with requirements plan and budget requests. A critical analysis of the gaps can be made and submitted to the government for correction in  later periods. All this information can be made public so that people are informed of the public opinions and desires communicated to the government and government decision making.

Representatives of the people in democracy have to keep the communication channels open, effective and efficient. It is their primary responsibility as representatives of the public opinion. They have to take oath to effectively and efficiently collect public opinion and communicate to the government through parliamentary discussions and written communication.

6. Organized discussions in academic institutions.
