India - Railway Budget 2016 - 2017 - Highlights and Analysis



Average capital expenditure over 2009-14 is Rs. 48,100 crore, with average growth of 8% per annum.

2015-16 investment would be close to double of the average of previous 5 years.

2016-17 CAPEX pegged at Rs. 1.21 lakh crore.

FINANCIAL PERFORMANCE 2015-16:

• Net reduction in Gross Traffic Receipts by Rs 15,744 crore in RE 2015-16 compared to the BE target of Rs 1,83,578 crore.

• Freight earnings impacted mainly on account of low demand from the core sector resulting in resetting the target in R.E. 2015-16 to Rs 1,11,853 crore.

• Economy and austerity measures adopted to contain the Ordinary Working Expenses (O.W.E.) and budgeted Ordinary Working Expenses of Rs 1,19,410 crore decreased in the Revised Estimates 2015-16 to Rs. 1,10,690 crore i.e. by Rs 8,720 crore.

Budget Estimates 2016-17:

• Gross Traffic Receipts kept at Rs 1,84,820 crore .
Passenger earnings growth has been pegged at 12.4 % and earnings target budgeted at Rs. 51,012 crore.
The freight traffic is pegged at incremental traffic of 50 million tonnes.  Goods earnings is accordingly proposed at Rs. 1, 17,933 crore. Other coaching and sundries projected at Rs. 6,185 crore and Rs. 9,590.3 crore respectively

High Speed Train Trial on Delhi-Mumbai



Trains manufactured by Spanish firm Talgo will have trial runs at speeds between 160 and 200 kmph on the existing tracks on the Delhi-Mumbai route.  The firm agreed to do the trials and show the results at no cost to railways.

Class XII CBSE Examinations - 2016



The Central Board for Secondary Examination (CBSE) will hold the Class XII exams from March 1 to April 24 this year while Class X the Board-based exams would be held from March 1 to March 28.

However, for Class X students who choose the School-based exams, the date of commencement of examination is March 10, according to a CBSE statement released on Wednesday.

Of the total 14,99,122 registered students for Class X examination, 8,92,685 are boys and 6,06,437 are girls, CBSE data stated.

For class XII, the total number of registered candidates is 10,67,900 of whom 6,21,259 are boys and 4,46,641 are girls.

Company's Own Research & Development Laboratories Growing in the World - How about India?


More manufacturers  are investing in their own R & D laboratories.

 In a 2015 KPMG survey of global manufacturers, half said their strategic focus was innovation and three-quarters of the sample companies are planning to devote more than 4% of revenues to R&D over the next two years. .

Virtually all manufacturers  expect R&D activity  to give them a competitive edge. The companies  focus their efforts in several directions: Overhaul manufacturing processes to produce substantial productivity or quality gains; improve production equipment for gains in speed, accuracy or environmental efficiency; create  new products or processes; or pursue advances that improve workforce conditions.

Firms want the creation of a patent-worthy product or process that clearly distinguishes a manufacturer from its competitors, in the eyes of potential customers and the talent pool.But R&D spending is not even across geographies. US and European companies have 74% of the firms that spent over US$1bn on R&D globally in 2014.  Asian companies' share, excluding Japan ,  in the US$1bn R&D club grew from 7% in 2012 to 11% in 2014.

China is expected  to outpace that of the US in research by the mid-2020s, according to the 2016 Global R&D Funding Forecast, published by R&D Magazine and the US-based Industrial Research Institute. But, a study by PwC strategy consulting unit Strategy revealed that  “imported” R&D spending accounted for 81% of China’s total in 2015. Similarly, in India also, foreign companies largely drove the over-100% growth in corporate R&D spending in India from 2007-2015.



 KPMG’s 2015 survey found improving engineering, manufacturing and supply chain systems was a bigger spending priority for manufacturers sampled than developing customer-facing technology.

In R & D, collaborative projects,  in which companies combine capabilities can be attempted. Under the Accelerating Medicines Partnership, for example, ten pharmaceutical companies are pooling data and methods from early-stage trials to identify promising treatments for chronic diseases like Alzheimer’s and diabetes. Firms may also share facilities with partners, such as suppliers, to jointly develop intellectual property.

Companies can also tap the expertise of the public sector or academic institutions.  In the 2016 Global R&D Funding Forecast, 34% of firms selected increased collaborations, partnerships and alliances as key trends.

Cost of  R&D may be coming down.  The rise of 3D printers in particular promises to significantly reduce the cost and time associated with prototyping, traditionally one of the most fraught and expensive stages of the product R&D process. More manufacturers will likely add 3D printers to their arsenals as the technology matures.



Governments can also influence the depth and direction of R&D in the private sector, and they frequently channel funds towards nationally-significant companies or industries.

A report says,

"Future manufacturing champions are most likely to emerge from places that boast relatively open foreign investment regimes, strong intellectual property rights enforcement, education systems that produce a deep reservoir of scientific and engineering talent, and systems which allow companies to collaborate and share discoveries."

What should Indian companies do? Should they stick technology imports and allow foreign entities to do research and development?

Tamil Nadu - Industrial Entrepreneurial Memoranda - MOUs with Private and Public Sectors






For the year 2015,  MoUs for energy projects worth Rs. 1.1 lakh crore will be signed, and the overall figure of MoUs signed woud be a  whopping Rs. 2 lakh crore.



State governments are conducting investors meets and signing MOUs.

The question immediately come to our mind is: How many of these MoUs will actually be implemented?

Tamil Nadu’s track record:

Directorate of Industrial Policy and Promotion data for the last 4 years,

In 2011, Rs. 73,298 crore worth of IEMs were signed, of which only Rs. 235 crore were actually implemented. That’s an implementation rate of 0.3%.

In 2012, Rs. 21,253 crore worth of IEMs were signed, of which only Rs. 524 crore were actually implemented. That’s an implementation rate of 2.4%.

In 2013, Rs. 27,380 crore worth of IEMs were signed, of which only Rs. 2292 crore were actually implemented. That’s an implementation rate of 8.3%.

In 2014, Rs. 14,596 crore worth of IEMs were signed, of which only Rs. 2500 crore were actually implemented. That’s an implementation rate of 17%.

In 2015, up to July, Rs. 17,412 crore worth of IEMs were signed, of which only Rs. 41 crore have been actually implemented. That’s an implementation rate of 0.2%.

The average implementation rate since 2011 is 5.64%.

This does not mean that such investor-meets and campaigns themselves are unnecessary and bad. Campaigns like Make in India, Vibrant Gujarat and TN Global Investors Meet play an important role in bringing together people who want to start industrial organizations and persons who can facilitate them. But, we need to understand that the real work starts after these investor meets only.
