Narendra Modi's Make in India Speech on 25 September 2014 - Important Points in Hindi

दीनदयाल उपाध्‍याय जी के चरणों में मेक इन इंडिया सपना समर्पित कर  रहा हूँ 

उस सपने को साकार करने के लिए मै कटिबध्द हूँ



मेरे व्‍यक्तिगत जीवन में, मेरे राजनीतिक यात्रा के जीवन में भी आज का दिवस बड़ा महत्‍वपूर्ण है। आज 25 सितंबर, जिनके आदर्श और विचारों की प्रेरणा से लेकर के हम लोगों ने राजनीतिक यात्रा शुरू की, वो पंडित दीनदयाल उपाध्‍याय जी की आज जन्‍म जयंती है। जिन्‍होंने एकात्‍म मानव दर्शन दुनिया को दिया है। ऐसे महापुरूषों के जन्‍मदिन पर, जो जिए देश के लिए, वो जूझते रहे देश के लिए, उनके चरणों में मेक इन इंडिया सपना समर्पित करने का अवसर मिल रहा है। उस सपने को साकार करने के लिए संकल्पित हैं।

क्‍या हुआ पिछले सालों में? मैं जिससे भी मिलता था, पिछले दो-तीन साल में, हर कोई यही कहता था कि भई, अब तो कहीं बाहर जाना है। बिजनेस यहां से शिफ्ट करना है। इंडस्‍ट्री यहां से शिफ्ट करनी है। मैं उसमें राजनीतिक कारण नहीं देखता था, और न ही मैं इन बातों को सुन कर के राजनीतिक फायदा लेने के लिए कोई प्‍लान बनाता था। यह जब मैं सुनता या तो मुझे पीड़ा होती थी। क्‍या हुआ है मेरे देश को, कि मेरे ही देश के लोग अपना देश छोड़कर के जाने के लिए मजबूर हो जा रहे हैं?

आज जब मैं Make in India की बात लेकर के आया हूं तो हम नहीं चाहते कि मेरे देश का कोई उद्योग, कोई व्‍यवसायी, जिसेसे मजबूरन यहां से छोड़कर के बाहर जाना पड़े - वह स्थिति हमें बदलनी है। और मैं पिछले कुछ महीनों के अनुभव से यह कहता हूं कि हम ये बदल चुके हैं। व्‍यवसाय के क्षेत्र में जुटे हुए लोगों ने अपने आप पर से विश्‍वास खो दिया था। उनको लगता था कि हम दुनिया में टिक नहीं पाएंगे। अब हमारे पास यहां कोई चारा ही नहीं है। और जब व्‍यक्ति खुद पर विश्‍वास खो देता है, तब उसे खड़ा करना बड़ा मुश्किल होता जाता है। दूसरा उसका भरोसा टूट गया था – “पता नहीं यार, सरकार कब क्‍या नीति बनाएगी। कब कौन सी नीति बदल देगी। पता नहीं, कब CBI आ धमकेगी।” ये जो मैंने आप लोगों से सुना था। कानून का राज होना ही चाहिए। जैसे Corporate Social Responsibility की चर्चा है, वैसे Corporate Government Responsibility का भी माहौल होना चाहिए। लेकिन, at the same time, शासन की भी जिम्‍मेदारियां होती हैं। सरकार का भी दायित्‍व होता है।

मेरे FDI की परिभाषा ये है: भारतीयों के लिए है, FDI – “First Develop India”. और विश्‍व के व्‍यापार व्‍यवसाय को विस्‍तार करने वालों के लिए मैं कहता हूं भारत एक Opportunity है, Foreign Direct Divestment के लिए ये दो FDI की परिभाषा को लेकर के, इस दो पटरी पर विकास की यात्रा को आगे बढ़ाना चाहते हैं।

आखिरकार Manufacturer को cost effective manufacturing की जितनी आवश्‍यकता है, उतनी ही उसको Handsome Buyer की भी जरूरत होती है, तभी तो उसकी गाड़ी चलती है। यहां मारूति कार कितनी ही क्‍यों न बनें, लेकिन खरीदार नहीं होगा तो? इसलिए हमें भारत की अर्थव्‍यवस्‍था में जिस प्रकार का बदलाव लाना है, उस बदलाव में एक तरफ Manufacturing Growth को बढ़ाना है, at the same Time उसका सीधा Benefit हिन्‍दुस्‍तान के नौजवानों को मिले, उसे रोजगार मिले ताकि गरीब से गरीब परिवार की आर्थिक स्थिति में बदलाव आए, वो गरीबी से Middle Class की ओर बढ़े और उसका Purchasing Power बढ़े तो Manufacturer की संख्‍या बढ़ेगी, Manufacturing Growth बढ़ेगा, रोजगार के अवसर उपलब्‍ध है, फिर एक बार बाजार बढ़ेगा। यह एक ऐसा चक्र है। इस चक्र को आगे बढ़ाने की दिशा में यह महत्‍वपूर्ण काम आज हुआ है। ये शेर का कदम है। ये Lion का Step है - Make in India ।

आज हमारे देश में सरकार की सोच, उद्योग की सोच, academic world की सोच और job seeker नौजवानों की सोच - क्‍या इन चारों का कोई संबंध है क्‍या? कोई मेल है क्‍या? I am sorry to say, नहीं है।

जब दुनिया औद्योगिक क्रांति के कालखंड में थी, उसके पहले हम सोने की चिडि़या के रूप में माने जाते थे। लेकिन जब दुनिया औद्योगिक क्रांति की सीढि़या चढ़ रही थी, तब हम पिछड़ गए। क्‍यों? हम गुलाम थे। वह अवसर हमने खो दिया। उसके बाद आर्थिक चेतना का एक नया युग नया अवसर आया। और यह सदनसीब है कि यह एशिया का है। अब हमारा जिम्‍मा बनता है कि इसे भारत का कैसे बनायें। एक ऐसा मौका आया है, और हमारे पास सबसे बड़ा सामर्थवान है कि 65% पोपुलेशन 35 वर्ष से नीचे है।

कल के मार्स की घटना के बाद हमारे टैलेंट को कोई question करेगा। हमारे पास टैलेंटेड मैनपावर है। ये सामर्थवान मैनपावर है। उसको लेकर के हम चलना चाहता हैं।


इसलिए मैं आप सबसे आग्रह करता हूं। जो भी सोचते थे, बस अब जाएंगे कहीं। मैं कहता हूं, अब जाना नहीं है कहीं। यह देश आपका है। यहां इतना फलो-फूलो, फिर बाहर कदम रखो, तो उसका एक आनंद और है। मजबूरन जाना पड़े, इसका कोई आनंद नहीं हैं और मैं चाहता हूं, हिंदुस्‍तान की कंपनियां भी मल्‍टी नेशनल बने। हिंदुस्‍तान की कंपनियों के भी दुनिया के अंदर अपने हाथ-पैर हों। यह हम चाहते हैं। लेकिन अपनी धरती को हम मजबूत बनाएं। यहां के नौजवानों को रोजगार देने के लिए हम कदम उठाएं। और ये एक ऐसी सरकार है जो विकास को समर्पित है। यह ऐसी सरकार है, जिसका ये political agenda नहीं है – article of faith है। और इसलिए मैं कहने आया था और मेरा विश्‍वास मैं बताता हूं जी। मैं जब गुजरात में था और मैं बड़े विश्‍वास से कहता था, कि वही मुलाजिम, वही सरकार, वही दफ्तर, वही फाइलें, वही लोग, इसके बावजूद भी दुनिया बदली जा सकती है।

मैं आज दिल्‍ली में आकर के कह सकता हूं, वही आफिस, वही अफसर, वही फाइलें, वही गाडि़यां, वही तौर-तरीके, उसके बावजूद भी उसमें जान भरी जा सकती है, हिंदुस्‍तान की दिशा बदली जा सकती है। हिंदुस्‍तान का भाग्‍य भी बदला जा सकता है। इस विश्‍वास के साथ मैं आगे बढ़ा।

मेरा कहने का मतलब ये है कि आज Make in India, ये नारा नहीं है। ये Make in India, ये निमंत्रण नहीं है। Make in India, ये हम सबकी जिम्‍मेदारी है।

मैं आप सबको विश्‍वास दिलाता हूं, आइए, हम सब मिलकर के इस Make In India concept को जिनकी-जिनकी जिम्‍मेदारी है, उसको हम पूरा करें। हम आगे बढ़े, manufacturing sector में हम फिर एक बार नई ऊंचाईयों को पार करें और देश के गरीब से गरीब नौजवान को रोजगार उपलब्‍ध करायें। गरीब को रोजगार मिलेगा, भारत के आर्थिक चक्र वो और गति से चला पाएंगे। इसी एक विश्‍वास के साथ आप सबको बहुत-बहुत शुभकामनाएं।

Doing - Getting - Using - Giving - Four Great Duties of Every Individual - Hindu Philosophy



Hindu philosophy proposed four purusharthas.  Dharma - Artha - Kama - Moksha.

They represent - doing - getting - using - and giving.



Deen Dayal Upadhyay, an eminent thinker of India proposed the idea of integral humanism. A human being takes care of multiple demands on him and keeps his body(includes brain) and the related mind in equilibrium. Similarly human beings also keep their society in equilibrium despite multiple demands that conflict. Cooperation among the various organs of the body is very high and conflicting demands are very small. Similarly in societies also, cooperation is the dominant social process. Conflict can be there but they are understood, exploitation is identified and actions are taken to punish the offenders, the people who suffered due to the exploitation are helped in various ways to recover and society moves forward.

Lara Aknin et al. in the research paper provide support to the altruistic motive of people. That is people giving money to other to help. This is the giving act of people. You are there on earth not only to satisfy your desires but you are there to help others. Your salvation depends on the amount of help that you give to others in your life.

A Million New Enterprises in Micro, Small and Medium Sector contributing ONE LAKH crores to GDP should be started during the Deen Dayal centenary year.

What is the minimum required. Plans to provide around 4 lakh crores investment to these new units.The financial system of the country, both formal and informal and the startup capital system of the country has to make plans to provide this capital.

There should be plan to reach at least 2 million potential entrepreneurs so that 50% of them start the new ventures. First, potential entrepreneurs are to be described and identified.

The first editions of Deendayal Upadhyaya: Ideology and Perception, comprising seven volumes, were published in 1991. Reprints were made in 2014. Suruchi Prakashan has printed 1,100 copies each in Hindi and English of six of the seven volumes — Deendayal Upadhyaya: A Profile; Integral Economic Policy; Politics for Nation’s Sake; Political Thought; Integral Humanism; and  An Inquest. The seventh, Concept of The Rashtra, also will be be reprinted.


Former HRD minister Murli Manohar Joshi will write a new book on Upadhyaya’s views on education. Another book on Upadhyaya’s views on  environment is being authored by RSS kshetra sanghchalak Bajranglal Gupta.

Another book on Upadhyaya, Ekatma manavvaad, a collection of essays on “integral humanism” that includes articles by prominent Sangh Parivar leaders including late D B Thengdi, will also  be reprinted.

Swadeshi Samaj - Rabindranath Tagore



RSS Sar Sanghachalak, Shri Mohanji Bhagwat on 18th January 2015 made reference to Swadeshi Samaj, an address by Rabindra Nath Tagore, where in he mentioned that Hindu culture, the culture of people who are living in the land called by many as Indostan, Hindustan, India etc. has a tradition of advocating unity in diversity. It provided sufficient scope for diversity of thought even in relation to God. Hence providing for diversity in food habits, dress habits, in various life cycle rituals is very easy and widely prevalent in the society. Therefore, Hindus and Muslims can live in harmony in this land. Birtish should not try to divide these people by saying it is only because they are ruling Hindus and Muslims are staying this land. Hindus and Muslims are staying in this land not because of British people, but because of their own history. They lived together, survived and growed for centuries on this land. They will keep doing it.

Integral Humanism View of Economic System - Deen Dayal Upadhyaya



Deen Dayal Upadhyaya outlined the objectives of Indian Economy to be:

An assurance of minimum standard of living to every individual and preparedness for the defense of the nation.

Further increase in the standard of living of the individuals and wealth of  the nation, so that nation as a whole and individuals  acquire the means to contribute to the world progress.

To provide meaningful employment to every able bodies citizens by which the above two objectives can be realized.

To avoid waste and extravagance in utilizing natural resources.

To develop suitable machines for Bharatiya conditions (Bharatiya Technology) taking note of the availability and nature of the various factors of production (Seven 'M's).

This system must have the objective of helping human beings. The system is for the progress of the individual through their life stages, child hood, grihastashram, retired life and sanyas.

The system must protect the values of life. This is a requirement which cannot be violated except at a risk of great peril.

Ownership of the production facilities can be by state, private corporate sector or any other form and the ownership form of various industries must be decided on a pragmatic and practical basis.

Deen Dayal stated that "Swadeshi" and "Decentralization" are the two words which can briefly summarize the economic policy suitable for the present circumstances. Centralization and monopolization have been the order of the day for all these years, knowingly or unknowingly. The planners have become prisoners of a belief that only large-scale centralized industry is economic and hence without worrying about its ill-effects, or knowingly but helplessly, they have continued in that direction.

The present government has deviated from the path of  "Swadeshi" developed during the freedom movement. The concept of "Swadeshi" is ridiculed as old fashioned and reactionary. The use of foreign articles is increasing. We have grown over independent upon foreign aid in everything from thinking, management, capital, methods of production, technology, etc. to even the standards and forms of consumption. This is not the road to progress and development. We shall forget our individuality and become virtual slaves once again. The positive content of "Swadeshi" should be used as the cornerstone of reconstruction of our economy.

Many old institutions will yield place to new ones in economic progress. This will adversely affect those who have vested interests in the old institutions. Some others who are by nature averse to change will also suffer by efforts of reconstruction. In an individual, disease must be treated with medicine. Strength can be gained only from exercise and hard work. Economic strength of society also needs exercise and treatment of diseases of the economic system. Therefore, we  have to discard the status-quo mentality and usher in a new era. Our efforts at reconstruction should not be clouded by any problems or weaknesses that are inherited from our past. We have to give regard to our best traditions.  On the other hand, there is no need to cling to past institutions and traditions which have outlived their utility. We must be ready for change where change is required.


We hve to reconcile nationalism, democracy, socialism and world peace with the traditional values of Bharatiya Culture and think of all these ideals in an integrated form. The conflict among these ideals can be removed by creative thinking of individuals, groups and intellectuals and they can be made to exist and serve the society for its progress. By taking up such a policy, developing accompanying programmes and implementing them successfully, we will help Indians to gain his the lost status in the worl also and attain the aims of their life". This will set a role model for countries and we help the mankind by providing an integrated human organism patterned economic system.

Interaction between Indians and Greeks in Ancient Days

To what extent Greeks had interacted with Indians and learned philosophy from them.

King Cyrus of Persia (600 or 576 BC to 530 BC) conqured up to Indus River and so a part of India became a part of Persian Empire. Greece was also part of this Persian empire. Hence, interaction between some Indians and some Greek is a historical possibility. Some Greek authors describe India and even say that some Greek wisemen had conversations with Indian wisemen. A statement that  says Socrates interacted with an Indian wiseman in Greece itself was available.

Born: 15 November 1986





Sania Mirza picked up tennis racquet at the age of six and since then has gone on to become the highest ranked female player from India. Sania's family was based in Hyderabad.

Sania was  tipped to be a top player since her playing days in the junior circuit and came to limelight after winning the 2003 Wimbledon Championships Girls` Doubles title where she partnered Alisa Kleybanova of Russia.

Mirza won 10 singles and 13 doubles titles as a junior player. She won the 2003 Wimbledon Championships Girls' Doubles title, partnering Alisa Kleybanova. She also reached the semifinals of the 2003 French Open Girls' Doubles, with Sanaa Bhambri, and the quarterfinals of the 2002 US Open Girls' Doubles, with Isha Lakhani.


She  has two Grand Slam titles to her name besides winning gold in 2006 Asian Games in Mixed Doubles.

She is the first Indian women to break into the top 30 WTA rankings.

In 2005, Sania became the first ever Indian woman to win a WTA title winning the AP Tourism Hyderabad Open.


On 12 April 2015, Sania Mirza became World  number one in Women Doubles Rankings.

Prime Minister's remarks at the Inaugural Session of Hannover Messe

It is truly a great privilege for me to be here at the Inauguration of the world's largest industrial fair. It is a special honour to do so in the company of Chancellor Merkel, a great leader and friend of India.

First, I want to thank the city of Hannover and Hannover Messe. They have been most generous in allowing us to unleash our lions in this city. The lions are a symbol of a new India. They roar; but with a message of friendship and promise of partnership, from .25 billion people of India. This is also the message of 15 states, 20 CEOs and 350 companies from India participating in this Fair.

Your choice of India as a Partner Country reflects the new confidence in India. Our decision to be here in the first year of my Government reflects our priority:

We want to accelerate economic growth and create jobs for our youth.

We want to build world class industry and infrastructure.

We want to transform our cities and villages; clean up our environment; and improve the quality of life.


Our presence as a partner country says something else also. We will naturally pursue our goals on the strength of our own resources, skills and enterprise. But, we know that we will be more successful when we do this in partnership with the world. For people in India, Germany is a valued partner; and, an enduring symbol of technology and innovation, quality and productivity.

Even more, India and Germany share a close and warm relationship. It goes back centuries, in the intellectual journey of German scholars. It has grown in depth and diversity from our birth as modern Republics at the same time, Through the passage of history, Indians and Germans have formed a relationship of mutual fascination and goodwill.

It also includes a vibrant economic partnership that extends beyond the last century. Today, you can easily think of companies like Siemens as Indian! Nearly a hundred years ago, India's great poet and philosopher, Rabindranath Tagore said, that Germany has done more than any other country to open India to the Western World.


Today, I come to seek German partnership in my own mission to open up India's seamless economic potential.To the industry of the world that has assembled here today, I say that we have no special bias for our host today! India is open and ready to embrace the world. As I have travelled around the world, I have seen a new level of interest in building partnerships of trade, investment and innovation in India. It mirrors the surge of hope in our own people and industry; the new tide of expectation in our 800 million youth – for opportunities and progress. And, if we want to fulfill the dreams of our youth, we must turn our industry into a manufacturing hub for the world and an engine for employment at home. And, we must equip our youth with the skills to meet the needs of our nation, and the demands of the globalised world.

Whatever we choose to do, from reaching the cutting edge of industry to meeting the most critical social need, we require investment and technology, industry and enterprise. That is why for me, Make in India is not a brand. Nor is it simply a slogan on a smart lion! 

It is a new national movement. And, it covers the whole spectrum of our government, society and business. To this informed audience, I hardly need to state the obvious: Our scale of transformation is vast; therefore, the opportunities we offer are huge. 

You are also familiar with our demography and our demand. The question that you ask is whether we can turn this potential into a reality; and, our vision into action.

What you seek is not just an attractive destination; but, also the assurance that it is open; and, it is easy to reach and work in. You want the confidence that the environment is stable; the rules won't change frequently; and there would be no surprises. So, we have moved with speed, resolve and boldness to fulfill our pledge.

We are creating a stable economic environment that inspires confidence at home and abroad. We are pursuing strong fiscal discipline to do that. I know how much Chancellor Merkel will appreciate that point!

We have taken sweeping steps to reform our policies and open up more to foreign direct investments in key areas like insurance, construction, defence and railways. Railways is the thread that binds India. It will now be a fast track to India's transformation. And, what was a department of the government is now open to 100% Foreign Direct Investments.

We are removing unnecessary regulations and simplifying our procedures. We are using digital technology to eliminate multiple approvals and endless wait. We will guide you and walk with you in your projects. We have set up Invest India and country desks in it that will be networked to the states. We will nurture innovation and protect your intellectual property. There were institutions in India that seemed beyond scrutiny. Well, they no longer are. We are reforming institutions in ways that has not happened in decades. We are building a tax regime that is predictable, stable and competitive. We will now address the remaining uncertainties. The Goods and Services Tax is a long needed revolution that is becoming a reality.

For us, the highest priority is creating world class infrastructure. We have made a sharp increase in public investments. We have established a National Infrastructure and Investment Fund and a new institution for integrated development of this sector. We are launching attractive new financial instruments for long term funds. We seek to fuel our growth with the cleanest and most efficient use of energy.

We have set a target of 75 Giga Watts of new capacity for renewable and clean energy in the next seven years. It is a challenging goal- yes; but, important to pursue. Good Governance is essential not just for our citizens, but also for business. With transparency and speed, we have resumed long stalled projectsand allocation of resources. This is adding new momentum to our economy. We are instituting a rational framework for acquisition of land without causing distress to farmers and other landowners. We are creating a predictable and transparent environment approval process that will protect our natural heritage. Above all, we know, as you do, that the investment journey may begin in Delhi, but its success depends on state capitals and districts.

So, for the first time, we are working as Team India – a new partnership between the Centre and the States. We speak of cooperative federalism, but also of competitive federalism, where states would excel by competing with each other for investments and jobs. We are also giving them more resources, so that they can build the infrastructure that you need. I also see them as partners in our international engagement.

But, I am also aware that it is easier to change policies and write new laws than it is to change attitudes, culture and systems. Every CEO who has tried a turnaround knows that. Our task is huge; it won't be completed overnight. But, I am confident that it will. And, we are moving firmly and clearly in that direction. The wind of change is there. and, it is gathering speed. When IMF, the World Bank, credit rating agencies and expert speak in one voice of optimism about India, we know that the wind is blowing in the right direction. And, it has made us the fastest growing economy in the world.

So, my message to you is this: You will find environment that is not only open, but also welcoming. We will make it easy to do business in India. And, we will always be eager to listen to your feedback. So, our industry is here to showcase their skills. There are many Indian examples of technological leadership in the world. But, we want a future in which excellence defines every sector and every industry in our country. And, they are here to seek your partnership.

It is not just about financial flows, new technology or products. It is also about learning from each other; about seeing possibilities in new ways. India is a nation that is blessed with so much goodwill in the world. Everywhere, I see a strong desire for India to succeed.

The progress of one sixth of humanity will be of great consequence for the world and our beautiful planet. It will be a world of more hope and opportunities; a world more confident of its success.This is a time of political instability and economic challenges; and, threats of violence that are increasingly close to our homes. The humanity needs the solidarity and strength of international partnerships more than ever before.

India will do its part - as an anchor of economic stability; an engine for growth; and, as a force of peace and stability in the world. So, let me invite you to do business and make in India – for India and the world. Let me invite you to be our partner in making a new India. I also welcome you to enjoy our timeless traditions, the ceaseless celebration of diversity;and, the warm embrace of friendship.

I wish the Fair all success. When its shutters come down, I hope that many new doors would have opened.

Text of PM’s address at the Joint Inauguration of the Indo-German Business Summit in Hannover

Friends,

I am really happy to be here in the Hannover fair. It is an added pleasure to talk to you that too in the presence of Chancellor Merkel. Myself and Chancellor Merkel had a very good interaction over dinner last night. You also must have met a number of Indian companies and CEOs. I believe that the participation in Hannover fair would be very useful for both sides. I request you to visit the India pavillion and the stalls of our State Government and private companies.

You will be able to see for yourself the winds of change in India. We are very keen to develop the sectors where you are strong. We need your involvement. The scope and potential, the breadth and length of infrastructure and related developments is very huge in India. Just to give you some examples:

We have planned to build 50 million houses by 2022. In addition, we are going to develop smart cities and mega industrial corridors.

For this purpose, we have refined our FDI Policy in construction. We have also come up with a regulatory framework for this sector.

We have targeted 175 Giga Watt of renewable energy in next few years. In addition to generation, the issues of transmission and distribution of electricity are equally important for us;

We are modernizing our Railway systems including signals, and railway stations. We are planning metro rail in fifty cities and high speed trains in various corridors.

Similar is the case with Highways.

We are putting up new ports and modernizing the old ones through an ambitious plan called Sagarmala;

Similar focus is on upgrading the existing Airports and putting up regional airports to enhance connectivity to places of economic and tourist importance.

In financial services too, we are moving towards a more inclusive and faster delivery of financial products including bank loans and insurance.

For this purpose, we opened 140 million bank accounts; increased FDI in insurance upto 49% and have set up MUDRA Bank.

We also announced innovative schemes for insurance and pension to enhance social security for our citizens.

We also want to promote manufacturing in a big way particularly to create jobs for our youth. For this purpose, we have launched a campaign called “Make in India”.


All this is a historic opportunity for the German companies. You would already be knowing the direction of my Government and the steps we are taking. We have committed ourselves for creating and improving the business environment. I can assure you that once you decide to be in India, we are confident to make you comfortable.

Germany ranks 8th among foreign investor countries in India. About 600 Indo-German Joint ventures are presently operating in India. The purpose of my being here and participating in the Hannover Fair is to highlight that there is more potential in Indo-German economic collaboration. Though we have a vibrant relationship, our economic partnership is not as much as both countries would like to have. The flow of investments from Germany is well below the potential and less than Indian investments in Germany.

Many more German companies have the possibility of investing in India to take advantage of India’s potentials. The potential lies in Manufacturing as well as infrastructure and in skill development for that purpose. I know that the reason for this situation may not be from German side. It is from the Indian side also.

I am here to assure the German companies that India is now a changed country. Our regulatory regime is much more transparent, responsive and stable. We are taking a long-term and futuristic view on the issues.

Lot of efforts have been made and are still underway to improve the ‘Ease of Doing Business’ in the country.

Reducing the complicated procedures, making them available at one platform, preferably online, simplifying the forms and formats has been taken up on war footing.



Definite mechanisms for hand holding have been set up in the form of hub and spoke. Invest India is the nodal agency for this purpose.

We do believe that FDI is important and it will not come in the country without a globally competitive business environment. Therefore, in this year's budget we have rationalized a number of issues which were bothering you. In particular,

We have removed lot of regressive taxation regimes. In our very first Budget, we said we will not resort to retrospective taxation. And if such issues do arise, they will have to be reviewed at the highest level. We have taken bold steps of not dragging the litigation in a few cases where we felt that the steps of the previous government were not on right lines.

In this budget, we allowed Tax pass through for AIFs, rationalization of capital gains of REITs, modification in PE norms and deferring the implementation of GAAR for two years. We are constantly working to improve the business environment further.

We are trying to introduce an element of transparency and predictability in taxation system.

We have fast tracked approvals in industry and infrastructure. This includes environmental clearances, extending the industrial licences, delicencing of defence items, and simplification of cross-border trade.

Within a very short time, we introduced GST Bill in Parliament.

Such measures have helped in building up an enhanced investor confidence. The sentiments for private investment and inflow of foreign investments are positive. FDI inflows have gone up by 36% during April-2014 and January-2015 against the same period in previous year;

 Our growth rate is about 7%-plus. Most of the international financial institutions including the World Bank, IMF, UNCTAD, OECD and others are predicting even faster growth and even better in the coming years. MOODY’s have recently upgraded the rating of India as “positive” on account of our concrete steps in various economic segments.

It is the effort of my Government to encourage innovation, R&D and entrepreneurship in the country. In this year’s budget, we have set up some innovative institutional mechanisms for that purpose.

Similarly, for infrastructure development, we have taken some far reaching steps.

First of all we have made an all-time high allocation for Roads and railways sectors.

In addition, we are setting up India Infrastructure Investment Fund.

We have also allowed Tax free Bonds in the Infrastructure sector including roads and railways.

I wish all success to the Hannover Messe. I also wish all participants good luck and progress. I also take this opportunity for inviting more and more German companies to India. I assure them all support from my side.

Friends! Indo-German partnership should and will flourish. I expect very good outcome from this coming together. Let us work together in mutual interest and for welfare of the people of the two great countries.

At the end, it is my advice to you to come and feel the change in India’s regulatory environment. Please do not go by old perceptions.

The symbol of lion for make in India has been chosen very carefully. We know that our biggest need today is to create jobs for our 65% population which is young. Hence, Make in India is the need. Hence, the lion because a lion cannot be stopped. We are confident that our journey to make India a global manufacturing hub cannot be stopped that too by our own rules and regulations. We must and we will make corrections wherever it is required.

Once again I invite you to India. I assure you of my personal attention in your success while you are in India.

In May last year, in what was the largest elections in the history of mankind, the people of India voted my Government into office. For the first time in three decades Indian voters gave a clear majority mandate to a government. The verdict was for change and for good and effective governance. It was also a call for development reflective of growing aspirations of India’s youthful millions.

In the last 11 months, we have come a long way in keeping this promise. We have re-energised the Indian growth engine. The credibility of our economy has been restored. India is once again poised for rapid growth and development. It is the only emerging economy where growth rate is rising. The prospects are even better.

This has not happened by chance. My government has earnestly taken up the challenge of development and economic transformation of India. For us, development is not a mere political agenda; it is an article of faith. We have initiated specific policies and actions to realise our vision for New Age India with a clear set of economic goals and objectives. Our focus is not merely economic growth but an inclusive development. This requires creating jobs, upgrading skills, raising productivity, benchmarking quality with global standards. Our aim is to completely eliminate poverty and to propel all Indians into a life of purpose and dignity within a generation. My own life-experience and belief in the role of good governance in India’s economic development has convinced me that this noble objective can be achieved.


Generating jobs for India’s youthful population is a key to harnessing India’s demographic advantage. This can be achieved only when we significantly and quickly ramp up our manufacturing capabilities. To meet this objective my Government has unveiled the "Make in India" initiative. This is a win-win for all. The employment opportunities that new manufacturing will generate will enhance the purchasing power of our people. This in turn will create a market for more trade and investment. With 65% of our population below the age of 35, the possibilities that India's growth presents for global economic prosperity are immense. Through our "Act East” and "Link West” policy, India has the potential of becoming the middle ground for East and West as a manufacturing hub that serves both our vast domestic market and becomes a base for global exports and general well-being.

Our strategy for "Make in India” requires urgent creation of new infrastructure. The substantial enhancement in financing in the federal budget for highways, railways and energy is a step in this direction. Work has begun on the development of Delhi-Mumbai Industrial Corridor.

My Government has pledged a stable and transparent tax regime, reducing corporate taxes and implementing a single Goods & Services Tax in 2016.

We recognize that the availability of a skilled work-force is a prerequisite for manufacturing growth. My Government is giving the highest priority to the Skills India programme. We will focus on promoting models of vocational training according to specific needs of local industry, and to adopt best practices from abroad.

We are aware that all development must be environmentally sustainable. India has always cherished its environment. This is deeply ingrained in our age-old culture and civilization. Our revised target for renewable energy capacity of 175,000 MW by 2022 is a reflection of our commitment.

Growing urbanization in India is one of our greatest challenges. The population in our cities is projected to double in 10 years. Our focus on development of Smart Cities is aimed at providing the basic necessities of affordable housing, clean water and a safe environment for our people.

As a former Chief Minister of the State of Gujarat, I recognise that these ambitious objectives can be realized only through cooperation between the federal Government and our twenty nine States. We are creating structures to enable them to become partners of our exports and investment strategy. We have also adopted a strategy of cooperative and competitive federalism where states spur each other into greater effort through a healthy competition for economic growth and prosperity.

International support and collaboration is equally critical to achieving our objectives. I have therefore sought to build a foreign policy which is an integral part of our national development strategy. My interactions with leaders of USA, Russia, France, Japan and China have all aimed at creating enduring partnerships with shared stakes in global development and well-being.

Germany enjoys a special place in this context. We share a strategic partnership based on our common values. India desires a mutually beneficial partnership for growth and prosperity with Germany. Our priorities fit well with Germany’s expertise. India’s development needs can become business opportunities for German industry.

We take satisfaction from the presence of more than 1600 Indo-German collaborations Nonetheless, a great deal of potential remains unrealized. Higher levels of investments are possible and indeed desirable. Germany is globally renowned for its engineering, innovation and skills. The capacities of your Mittelstand and family-owned businesses are well known. I invite them to come to India.

My visit to Germany and India’s participation at the Hannover Messe as a Partner Country is aimed at realising the immense possibilities that exist between us. In my discussions with Chancellor Merkel and with captains of German industry, I intend to share our sense of optimism and confidence in our future plans. I will also listen carefully to learn what more we can do to address concerns of German entrepreneurs with regard to investment and manufacturing in India.

We see Germany as our preferred partner in developing skills of young Indians. We also want to learn from Germany's path-breaking experiences in renewable energy. We wish to replicate your success in solar roof-top projects and off-grid solar and wind power solutions, as well as your expertise in grid integration and management. Our smart city project can utilize your technologies to achieve water, waste and urban development objectives. We admire Germany's achievements in the application of technology solutions to meet environmental challenges. You are also our natural ally in my Government's "Clean India" initiative. We also want to benefit from Germany’s experience in cleaning the River Ganga. We invite your transport companies, including your railways, to assist us in the modernization of our transport networks. Your logistics and infrastructure companies can contribute to ongoing development of industrial corridors in India.

I visualize India as a key engine of global growth. Our democratic principles and practices are guarantors of stability. We have a free media and an independent judiciary that allows all opinions to be aired without fear. We believe in "Rahein Saath Badhe Saath” (stay together-grow together). There is no other way forward. Mankind's progress in this century depends on cooperation and collaboration. Conflict is unthinkable. So is poverty which Gandhi called the worst form of violence. If we can take all Indians together into a better socio-economic future, I believe that the world we share will be a better place for all.

A great achievement for a girl from Hyderabad that too from a muslim family. She faced many obstacles to play tennis in a tennis usual outfit. She withstood all threats and orders and continued playing and proved her ability in a field of her choice on the world level. It only shows that religious leaders are always not right. They may be right in some aspects of life but not in each and every aspect.

She faced problems in her personal life. But overcome those problems still maintained her focus and won the ultimate victory.

Semiconductor design: VLSI design, embedded software and reference board design

Overview
The semiconductor design industry primarily comprises three segments — embedded software, Very Large Scale Integration (VLSI) design and reference board design. Embedded software development contributes more than 80% of the segment’s revenues and has an equivalent proportion of employees. VLSI design contributes approximately 13% to overall revenues and 11% to the overall workforce. Hardware board design constitutes the remaining 7% of total revenue.

The present and the future
The potential of the Indian design market is expected to increase to USD 20 billion by FY14 and USD 58.2 billion by FY20.

The total engineering headcount for VLSI, board design and embedded software is expected to increase to 219,000 by 2010. India is expected to continue as the preferred destination for embedded design and development. The focus on intellectual property (IP) development will increase as third-party design services companies look to move up the value chain. The localization of product design and manufacturing from India will drive significant investments. The industry is likely to continue facing significant challenges to manage demand and workforce churn. The industry will have to
constantly evolve, upgrade and innovate while keeping the costs down to remain competitive in the global market.
The proximity between third-party service providers and original equipment manufacturers (OEMs) for end-to-end product design is also likely to increase.

Trends

Business models for design services are expected to shift from Time & Material and linear with people strength to risk-reward and non linear.
The demand for local content in products sold in India is on a rise.
India is being recognized as an design hub by foreign companies with operations in India
Increasing business from mid-size and smaller companies are driving hardware designs to India.
Consolidation demand will continue to evolve the dynamics of the semiconductor industry ecosystem.
Impetus is being given to fabless product design and development initiatives in India The government’s role as a catalyst is important, as has been experienced in countries such as Japan, the US, Taiwan, South Korea
and China.

Challenges
Challenge 1: Competition from other Asian countries
China has expanded its scope in recent times and has begun manufacturing as well as designing semiconductors. As such, China’s semiconductor industry has grown significantly in the past few years. The country is presently home to more than 400 fabless companies. Vietnam is also emerging as a competitor.

Challenge 2: Incomplete ecosystem
Most companies in India are either into integrated design, embedded software or VLSI design. This has led to an incomplete ecosystem from the perspective of a semiconductor products company. Several key links, such as systems engineering, venture capital and IP protection, are currently missing from the ecosystem.

Challenge 3: Shortage of design-aware manpower
Another issue affecting the growth of the Indian semiconductor industry is the shortage of skilled manpower at all levels of engineering projects, especially in design services. The absence of institutions imparting technical training relevant to this segment has further aggravated the situation.

Recommendations

Recommendation 1: Initiatives need to be undertaken to promote innovation in R&D and product design. Creation of local IP should be encouraged.
Recommendation 2: National projects (national knowledge network, rural broadband and so forth) should be executed using Indian products.
Recommendation 3: The government should encourage incubating Indian start-ups. The government may set up a focused venture fund of around USD 50 million to provide seed and start-up capital for new ventures to undertake R&D and product development.
Recommendation 4: The government can subsidize acquisition of EDA tools by start-ups and other SMEs in this sector. Prototype development centres with adequate fabrication facilities can be set up. Include the entire revenue earned by fabless companies for benefits under STP and SEZ policies, as long as 90% of the design is done in India.
Recommendation 5: Provide special tax incentive to entrepreneurs from within and outside India setting up design and development centres in India.
Recommendation 6: Extension of EHTP/STP scheme till the year 2015.
Recommendation 7: Creation of a fund to provide fiscal support to SMEs and MSMEs on a continual basis.

The Indian - Hindu System of Puranas and Gods



The Hindu scriptures include 18 Puranas apart from Vedas.

Many people feel there is an oddity in Hindu Purans as each Puran talks of different God as the ultimate authority and tells stories wherein other Gods sing praises of him as the supreme man. But is it really odd. There is no oddity if you can think of plurality. In Indian system of philosophy each god is in charge of a good or bad attribute that people see in nature. It is as though there are discussions among Gods regarding various issues and the line or reasoning proposed by a particular God wins the argument. All such incidents of a particular God are collected in a Puran. Intrepreted this way, the contradiction is less. There is more consistency in the narrations of Purans.

India - MUDRA - Finance for Micro Units in Hindi

उपस्थित सभी महानुभाव,

हमारे देश में एक अनुभव ये आता है कि बहुत सी चीजें Perception के आसपास मंडराती रहती है। और जब बारीकी से उसकी और देखें तो चित्र कुछ और ही नजर आता है। जैसे एक सामान्य व्यक्ति को पूछो तो उसको लगेगा कि “भई, ये जो बड़े-बड़े उद्योग हैं, बड़े-बड़े उद्योग घराने हैं, उससे रोजगार ज्यादा मिलता है।“ लेकिन अगर बारीकी से देखें तो चित्र कुछ और होता है, इसमें इतनी ज्यादा पूंजी लगी है। इतने सारे ताम-झांम, हवाबाजी, ये सब हम देखते आए हैं।

लेकिन अगर बारीकी से देखें तो ultimately हम विकास में हैं। रोजगार हमारी प्राथमिकता है और भारत जैसा देश जिसके पास Demographic dividend हो, जहां पर 65 प्रतिशत जनसंख्या 35 से कम आयु की हो, उस देश ने अपने विकास की जो भी नीतियां बनानी हो, उसके केंद्र में ये युवा शक्ति होना चाहिए। अगर वो बराबर match कर लिया, तो हम नई ऊंचाईयों को पार कर सकते हैं। ये जितने बड़-बड़े उद्योगों की हम चर्चा सुनते आए हैं, उसमें सिर्फ एक करोड़ 25 लाख लोगों को रोजगार मिलता है। सवा सौ करोड़ देश में सवा करोड़ लोगों को रोजगार, ये जो बहुत बड़े-बड़े लोग जिसके लिए दुनिया में चर्चा रहती है, आधा अखबार जिनसे भरा पडा रहता है, वो देते हैं।

लेकिन इस देश में छोटा-छोटा काम करने वाला व्यक्ति करीब 5 करोड़ 70 लाख लोग, 12 करोड़ लोगों को रोजगार देते हैं। उन सवा करोड़ को रोजगार देने के लिए बहुत सारी व्यवस्थाएं सक्रिय है। लेकिन 12 करोड़ लोगों को रोजगार देने वाले लोगों के लिेए थोड़ी सी हम मदद करें, तो कितना बड़ा फर्क आ सकता है इसका हम अंदाज कर सकते हैं। और इस 5 करोड़ 75 लाख इस क्षेत्र में काम करने वाले लोग हैं, जो स्वरोजगार एक प्रकार से हैं - दर्जी होंगे, कुम्हार होंगे, टायर का पंक्चर करने वाले लोग हैं, साइकिल की repairing करने वाले लोग हैं, अपनी एक ऑटो रिक्शा लेकर के काम करने वाले लोग हैं, सब्जी बेचने वाले, गरीब-गरीब लोग हैं। उनका पूरा जो कारोबार है, उसमें ज्यादा से ज्यादा हिसाब लगाएं जाएं, तो 11 लाख करोड़ रुपयों से ज्यादा उसमें पूंजी नहीं लगी है। यानी सिर्फ 11 लाख करोड़ रुपयों की पूंजी लगी है, 5 करोड़ 75 लाख उसका नेतृत्व कर रहे हैं, और 12 करोड़ लोगों का पेट भरते हैं।


ये बातें जब सामने आईं तो लगा कि देश में स्वरोजगारी के अवसर बढ़ाने चाहिए। देश की Economy को ताकत देने वाला जो नीचे पायरी पर जो लोग हैं, उनकी शक्ति को समझना चाहिए। और उनके लिए अवसर उपलब्ध कराने चाहिए और इस मूल चिंतन में से ये मुद्रा की कल्पना आई है। मेरा अपना एक अनुभव इसमें काम कर रहा था, क्योंकि सिर्फ आर्थिक जगत के लोगों के आंकड़ों के आधार पर निर्णय करना, इतना सरल नहीं होता है। लेकिन कभी-कभी अनुभव बहुत काम आता है।

मैं गुजरात में मुख्यमंत्री रहा तो मैंने पतंग उद्योग की तरफ थोड़ा ध्यान दिया। अब गुजरात में पतंग एक बड़ा त्‍योहार के रूप में मनाया जाता है, और ज्‍यादातर, अब वो पूरा Environment Friendly Industry है, Cottage Industry है। और लाखों की तादाद में गरीब मुसलमान उस काम में लगा हुआ है 90 प्रतिशत से ज्‍यादा पतंग बनाने व कबाड़ का काम गुजरात में मुसलमान कर रहा है, लेकिन वो वही पुरानी चीजें करता था। वो पतंग अगर उसको तय तीन कलर का बनाना है तो तीन कलर के कागज लाता था पेस्टिंग करता था और फिर पतंग बनाता था। अब दुनिया बदल चुकी है तीन कलर का कागज प्रिंट हो सकता है, टाइम बच सकता है। तो मैंने चेन्‍नई की एक Institute को काम दिया कि जरा सर्वे किजिए कि इनकी मुसीबत क्‍या है, कठिनाईयां क्‍या है, अनुभव ये आया कि छोटे-छोटे लोगों को थोड़ी मदद दी जाए थोड़ा Skill Development हो जाए, थोड़ी पैकेजिंग सिखा दिया जाए, आप उसमें कितना बड़ा बदलाव ला सकते है। मुझे आज कहने से आनंद होता है कि जो करीब 35 करोड़ का पतंग का बिजनेस था थोड़ी मदद की वो पतंग का उद्योग 500 करोड़ cross कर गया था।

फिर मेरी उसमें जरा रूचि बढ़ने लगी तो मैं कई चीजे नई-नई करने लगा। बांस, बांस वो लाते थे असम से। कारण क्‍या तो पतंग में जिस बांस के पट्टे की जरूरत होती है वो साइज का बांस गुजरात में होता नहीं था तो मैंने ये जेनेटिक इंजीनियरिंग वालों को पकड़ा। मैंने कहा बांस हमारे यहां ऐसा क्‍यों न हो दो गांठ के बीच अंतर ज्‍यादा हो ताकि वो हमारा ही लोकल बांस का product उसको काम आ जाए। बांस वो बाहर से लाता है तो उसको फाइनेंस की व्‍यवस्‍था हो फिर मैंने एडवरटाइजमेंट कम्‍पनी को बुलाया। मैंने कहा जरा पतंग वालों के साथ बैठो पतंग के ऊपर कोई एडवरटाइजमेंट का काम हो सकता है क्‍या उनकी कमाई बढ़ सकती है।

छोटी-छोटी चीजों को मैंने इतना ध्‍यान दिया था और मुझे उतना आनंद आया था उस काम में - I’m Talking about 2003-04 - कहने का मेरा तात्‍पर्य यह था कि जो बिल्‍कुल उपेक्षित सा काम था उसमें थोड़ा ध्‍यान दिया गया, फाइनेंस की व्‍यवस्‍था की गई, उसने तेज गति से आगे बढ़ाया। ये ताकत सब दूर है। आप देखिए हर गांव में दो-चार मुसलमान बच्‍चे ऐसे होंगे, इतनें Innovative होते है technology में ईश्‍वरदत्‍त उनको कृपा है। वो तुरंत चीजों को पकड़ लेते है। आप एक ताला उसको रिपेयर करने को दीजिए वो दूसरे दिन वो ताला वैसा बना के दे देगा। जिनके हाथों में ये परम्‍परागत कौशल है। ऐसे लोगों को अगर हम मदद करें और वो कुछ गिरवी रखें तब मिले तो उसके पास तो गिरवी रखने के लिए कुछ नहीं है - सिवाय कि उसका ईमान। उसकी सबसे बड़ी पूंजी है उसका ईमान। ये गरीब इंसान की जो पूंजी है, ईमान। उस पूंजी के साथ मुद्रा अपनी पूंजी जोड़ना चाहता है, ताकि वो सफलता की कुंजी बन जाए और उस दिशा में हम काम करना चाहते है।

कुम्‍हार है, अब बिजली गांव में पहुंच गई है। वो भी चाहता है कि मैं मटकी बनाता हूं और चीजें बनाता हूं। लेकिन अगर Electric motor लग जाए तो मेरा काम तेज हो जाएगा। लेकिन Electric motor खरीदने के लिए पैसा नहीं है। बैंक के लिए उनके पास इतना समय भी नहीं है और उतना नेटवर्क भी नहीं है। लेकिन मैं आज, यहां बैंक के बड़े-बड़े लोग बैठे है। मेरे शब्‍द लिख करके रखिए। एक साल के बाद बैंक वाले Queue लगाएगें मुद्रा वालों के यहां और कहेंगे भई 50 लाख हमको client दे दीजिए।

क्‍योंकि अब देखिए प्रधानमंत्री जन-धन योजना में हिन्‍दुस्‍तान की बैंक सेक्‍टर ने जो काम किया है, मैं जितना अभिनंदन करूं उतना कम है जी, जितना अभिनंदन करूं उतना कम है। कोई सोच नहीं सकता था, क्‍योंकि बैंक के संबंध में एक सोच बनी हुई थी कि बैंक यानी इस दायरे से नीचे नहीं जा सकते। तो बैंक के लोगों ने गर्मी के दिनों में गांव-गांव घर-घर जा करके गरीब की झोपड़ी में जा करके उसको देश की फाइनेंस की Main Stream में लाने का प्रयास किया और इस देश के 14 करोड़ लोगों को, 14 करोड़ लोगों को बैंक खाते से जोड़ दिया। तो ये ताकत हमने अनुभव की है तो उसका ये अलग एक नया step है।

आज वैसे एक ओर भी अवसर है SIDBI का रजत जयंती वर्ष है SIDBI 25 साल की उम्र हो गई और मूलतः SIDBI का कारोबार इसी काम से शुरू हुआ था, छोटे-छोटे लोगों को... लेकिन जितनी तेजी से क्योंकि भारत देश rhythmic way में progress करे तो अपेक्षाएं पूरी नहीं होंगी। हमने उस rhythm को बदलकर के jump लगाने की जरूरत है। हमने दायरा बढ़ाने की जरूरत है। हमने अधिक लोगों को इसके अंदर जोड़ने की आवश्यकता है और सामान्य मानवी का अपना अनुभव है।

आप देखिए हिंदुस्तान में जहां भी women self help group चलते हैं, पैसों के विषय में शायद ऐसी ईमानदारी कहीं देखने को मिलेगी नहीं। उनको अगर 5 तारीख को पैसा जमा करवाना है तो 1 तारीख को जाकर के जमा करवाकर आ जाती हैं। बचत हमारे यहां स्वभाव है, उसको और जरा ताकत देने की आश्यकता है। हमारी परंपरागत वो शक्ति है।

मुद्रा बैंक के माध्यम से व्यवसाय के क्षेत्र में, स्वरोजगार के क्षेत्र में, उद्योग के क्षेत्र में जो निचले तबके पर आर्थिक व्यवस्था में रहे हुए लोग हैं, वे हमारा सबसे बड़ा client, हमारा सबसे बड़ा target group है। हम उसी पर focus करना चाहते हैं। इन 5 करोड़ 75 लाख जो छोटे व्यापारी हैं... और उनका average कर्ज कितना है? पूरे हिंदुस्तान में 11 लाख करोड़ की उनके पास पूंजी है total पूरे देश में कोई ज्यादा amount नहीं है वो और average कर्ज निकाला जाए तो एक यूनिट का average कर्ज 17 thousand है सिर्फ। 17 thousand हैं, यानि कुछ नहीं है। अगर उसको एक लाख के कर्ज की ताकत दे दी जाए। उसको इतना अगर जोड़ दिया जाए और ये 11 लाख करोड़ है वो एक करोड़ तक अगर पहुंच जाए। हम कल्पना कर सकते हैं देश की economy को GDP को, नीचे से ताकत देने का इतना बड़ा force जो कि कभी untapped था।

और इसलिए जब हम प्रधानमंत्री जन-धन योजना लेकर के आए थे तब हमने कहा था, जहां बैंक नहीं उसको बैंक से जोड़ेंगे। आज जब हम मुद्रा लेकर के आए हैं, तो हमारा मंत्र है जिसको funding नहीं हो रहा है, जो un-funded है, उसको funding करने का हम बीड़ा उठाते हैं।

ये एक ऐसी व्यवस्था है, जिसमें शुरू के समय में सामान्य व्यक्ति जाएगा ये संभव नहीं है क्योंकि बेचारों को अनुभव बहुत खराब है। वो कहता है भई मुझे तो साहूकार से ही पैसा लेना पड़ता है। 24 percent, 30 percent interest देना पड़ता है, वो ही मुझे आदत हो गई है। वो विश्वास नहीं करेगा कि उसको इस प्रकार से ऋण मिल सकता है। हम ये एक नया विश्वास पैदा करना चाहते हैं कि आप देश के लिए काम कर रहे हो, देश के विकास के भागीदार हो, देश आपके लिए चिंता करने के लिए तैयार है। ये message मुझे देना है।

और ये मुद्रा के concept के द्वारा, उसी दिशा में हम आगे बढ़ना चाहते हैं। हमारे देश में agriculture sector में value addition - इतनी बड़ी संभावनाएं हैं। अगर उसकी एक विधा को develop कर दिया जाए तो हमारे किसान को कभी संकटों से गुजरना नहीं पड़ेगा। और ये छोटे-छोटे entrepreneur के माध्यम से ये पूरा network खड़ा किया जा सकता है जो सामान्य किसान, जो सामान्य पैदावार करता है, उसमें value addition का काम करे। और स्थानीय स्तर पर करे। कोई बहुत बड़ी व्यवस्था की आवश्यकता नहीं है। अपने आप उसका काम आगे बढ़ जाएगा।

और हम देखते हैं आम उसको बेचना है, तो बेचारे को बड़ा कम पैसा मिलता है लेकिन एक अगर एक छोटा सा unit भी हो, आम में से अचार बना दे तो ज्यादा पैसा मिलता है और अचार को भी अच्छा बढ़िया bottle में packing करे और ज्यादा पैसा मिलता है और कोई नटी bottle लेकर खड़ी हो जाए तो और ज्यादा पैसा मिलता है advertising होता है तो।

यानि वक्त बदल चुका है, branding, advertising इन सारी चीजों की जरूरत पड़ गई है। हम ऐसे छोटे-छोटे लोगों को ताकत देना चाहते हैं। और उनको अगर ताकत मिलती है तो देश की economy की नीचे की धरातल, जितनी ज्यादा मजबूत होगी, उतनी देश की economy को लाभ होने वाला है। और जब मैंने ये आकड़े बताए तो आप भी चौंक गए होगे कि इतना बड़ा तामझाम सवा करोड़ लोग रोजगार पाते है। और जिसकी ओर कोई देखता नहीं है, वो 12 करोड़ लोगों के पेट भरता है। कितना बड़ा अंतर है। ये जो 12 करोड़ लोग है 25 करोड़ को रोजगार देने की ताकत देते है। वो Potential पड़ा है। और ज्‍यादा कोई शासकीय व्‍यवस्‍था में बड़े बदलाव की भी जरूरत नहीं है। थोड़ी संवदेनशीलता चाहिए, थोड़ी समझ चाहिए और थोड़ा Pro-Active role चाहिए।

मुद्रा एक ऐसा platform खड़ा किया गया है, जिस platform के साथ इसको... आज छोटी-मोटी finance की व्‍यवस्‍थाएं चल पड़ी है। दुनिया में कई जगह पर प्रयोग हुए है Micro finance के। लिए मैं चाहूंगा कि हम पूरे विश्‍व में Micro finance के जो Successful Model है हम भी उसका अध्‍ययन करें। उसकी जो अच्‍छाइयां है जो हमारे लिए suitable है, हम उसको adopt करें। और हिन्‍दुस्‍तान इतना बड़ा देश है कि जो चीज नागालैंड में चलती है वो महाराष्‍ट्र में चलेगी जरूरी नहीं है। विविधता चाहिए। और विविधताओं के अनुसार स्‍थानीय आवश्‍यकताओं के अनुसार अपने मॉडल बनाएं उसकी requirement करें। वरना हम दिल्‍ली में बैठ करके tailor के लिए ये और फिर कहेंगे कि तुमको ये मिलेगा तो मेल नहीं बैठेगा। वो वहां है उसी को पूछना पड़ेगा कि भई बताओं तुम्‍हारे लिए क्‍या जरूरत है? ये अगर हमने कर दिया तो हम बहुत बड़ी मात्रा में समाज के इस नीचे के तबके को मदद कर सकते है।

जिस प्रकार से सामान्‍य व्‍यक्ति की चिंता करना ये हमारा प्रयास है... और आपने इस सरकार के एक-एक कदम देखें होंगे, गतिशीलता तो आप देखते ही होंगे। वरना सामान्‍यत: देश में योजनाओं की घोषणा को ही काम माना जाता था और आप रोज नई योजना की घोषणा करो तो अखबार के आधार पर देश को समझने वाले जो लोग है वो तो यही मानते है कि वाह देश बहुत आगे बढ़ गया। और दो-चार साल के बाद देखते है कि वही कि वही रह गए। हमारी कोशिश है योजनाओं को धरती पर उतारना।

प्रधानमंत्री जन-धन योजना ये सीधा-सीधा दिखता है। पहल योजना - दुनिया में सबसे बड़ा Cash Transfer का काम। गैस सब्सिडी में। 13 करोड़ लोगों के गैस सब्सिडी सिलेंडर, सब्सिडी सीधी उसके बैंक खाते में चली गई। यानी अगर एक बार निर्णय करें कि इस काम पूरा करना है और हर काम को आप देखिए... जब हमने 15 अगस्‍त को प्रधानमंत्री जन-धन योजना की बात कही करीब-करीब सवा सौ दिन के अंदर उस काम को पूरा कर दिया।

जब हम प्रधानमंत्री जन-धन योजना के बाद हम आगे बढ़े सौ दिन के भीतर-भीतर हमने पहल का काम पूरा कर दिया।

और आज जब बजट के अंदर घोषणा हुई, 50 दिन भी नहीं हुए, वो आज योजना आपके सामने रख दी। और ये Functional होगी और उसका परिणाम मैं कहता हूं एक साल मैं ज्‍यादा समय नहीं कहता। एक साल के भीतर-भीतर हमारी जो Established Banking System है, वो मुद्रा के मॉडल की ओर जाएगी मैं दावे से कहता हूं क्‍योंकि इसकी ताकत इसकी ताकत पहचान में आने वाली है। वे अपना एक लचीली बैंकिंग व्‍यवस्‍था खड़ी करेंगे, एक बहुत बड़ी ऑफिस चाहिए, कोई एयरकंडीशन चाहिए कोई जरूरत नहीं है। ऐसे Bare footed बैंकरर्स तैयार हो सकते है जो मुद्रा के मॉडल पर बड़ी-बड़ी बैंकों का काम भी कर सकते है।

आने वाले दिनों में कम से कम धन लगा करके भी ज्‍यादा से ज्‍यादा लोगों को रोजगार देने का काम इसके साथ सरलता से हो सकता है और ये लोग जो संकट से गुजरते है, ब्‍याज के चक्‍कर में गरीब आदमी मर जाता है। उसको बचाना है और उसकी जो ताकत है उसके लिए अवसर देना है उस अवसर की दिशा में काम कर रहे है, जिस प्रकार से देश में ये जो वर्ग है उसकी जितनी चिंता करते है, उतनी ही देश के किसान की चिंता करना उतना ही जरूरी है।

किसी न किसी कारण से देश का किसान प्राकृतिक संकटों से जूझ रहा है। गत वर्ष, वर्षा कम हुई। वर्षा कम होने के कारण वैसे ही किसान मुसीबत से गुजारा कर रहा था और इस बार जितनी मात्रा में बेमौसमी वर्षा और ओले गिरना। इतनी तबाही हुई है किसान की। हमने मंत्रियों को भेजा था। खेतों में जा करके किसानों से बात करके परिस्थिति का जायजा लिया। कल इन सारे मंत्रियों से मैंने डिटेल में रिपोर्ट ली थी। इन किसानों को हम क्या मदद कर सकते हैं। और मैंने पहले दिन कहा था कि किसान को इस मुसीबत से बचाना, उसका साथ देना, उसको संकटों से बाहर लाना। ये सरकार की, समाज की, हम सबकी जिम्मेवारी है और किसान की चिंता करना ये आवश्यक है।

Natural calamity पहले भी आई है। लेकिन सरकार के जो parameter रहे हैं, उन parameters में आज के संकट में किसान को ज्यादा मदद नहीं मिल सकती है। और इसलिए ये संकट की व्यापकता इतनी है और उस समय है जबकि उसको फसल लेकर के बाजार में जाना था। एक प्रकार से उसके नोटों का बंडल ही जल गया, इस प्रकार से हम कह सकते हैं। इतना बड़ा उसका, उसका पूरा पसीना बहाया हुआ उसका, ये हालत हुई है। और इसलिए हमने insurance company को भी आदेश किया है कि बहुत ही proactive होकर के उनकी मदद की जाए। बैंकों को हमने आदेश किया है कि बैंक उनके जो कर्ज हैं, उनके संबंध में किस प्रकार से restructure करे ताकि उनको इस संकट से बाहर लाया जाए।

सरकार की तरफ से भी एक बहुत बड़ा अहम निर्णय हम करने जा रहे हैं। अब तक खेत में 50 प्रतिशत से ज्यादा अगर नुकसान हुआ हो, तभी वो उस मदद पाने की list में आता है। 50 प्रतिशत से ज्यादा अगर नुकसान हुआ होगा तभी आपको मदद मिल सकती है। अगर 50 प्रतिशत से कम हुआ है तो मदद नहीं मिल सकती है। राज्यों के मुख्यमंत्रियों का भी ये एक सुझाव था कि साहब ये norms बदलना चाहिए। हमारे मंत्री अभी जाकर के आए, उन्होंने प्रत्यक्ष देखा, और ये सब देखने के बाद एक बहुत बड़ा हमने एक महत्वपूर्ण निर्णय किया है कि अब किसान के वो जो 50 प्रतिशत के नुकसान वाला दायरा था उसको बदलकर के 33 percent भी अगर नुकसान हुआ है तो भी वो किसान हकदार बनेगा।

उसके कारण मुझे मालूम है बहुत बड़ा बोझ आने वाला है, बहुत बड़ा बोझ आने वाला है लेकिन किसान को 50 प्रतिशत वाले हिसाब में रखने से उसको ज्यादा लाभ नहीं मिलेगा। 33 percent जो कि कईयों की मांग थी, उसको हमने स्वीकार किया है।

दूसरा विषय है उसको जो मुआवजा दिया जाता है। देश में आजादी के बाद सबसे बड़ा निर्णय पहली बार हुआ है 50 प्रतिशत को 33 प्रतिशत लाना। और दूसरा महत्वपूर्ण आजादी के बाद इतना बड़ा jump नहीं लगाया है, किसानों को मदद करने में हम इतना बड़ा jump इस बार लगा रहे हैं। और आज उसको जो मदद करने के सारे parameters हैं, उसको अब डेढ़ गुना कर दिया जाएगा। अगर उसको नुकसान में पहले 100 रुपया मिलता था, 150 मिलेगा, लाख मिलता था तो डेढ़ लाख मिलेगा, उसकी मदद डेढ़ गुना कर दी जाएगी।

कभी हमारे यहां incremental होता था 5 percent, 2 percent, 50 प्रतिशत वृद्धि। और ये किसान को तत्काल मदद मिले। राज्यों ने सर्वे का काम किया है। भारत सरकार और राज्य सरकार मिलकर के उसको आगे बढ़ाएगी लेकिन मैं चाहता हूं हमारे देश के किसानों को जितनी मदद हो सके, उतनी मदद करने के लिए ये सरकार संकल्पबद्ध है। क्योंकि आर्थिक विकास की यात्रा में किसान का भी बहुत बड़ा योगदान है और हमारी जीवन नैया चलाने में भी किसान का बहुत बड़ा योगदान है। बैंक हो, insurance company हो, भारत सरकार हो, राज्य सरकार हो, हम सब मिलकर के किसान को इस संकट की घड़ी से हम बाहर लाएंगे। ऐसा मुझे पूरा विश्वास है।

फिर एक बार मैं SIDBI की इस रजत जयंती वर्ष के प्रारंभ पर उनको मैं बहुत-बहुत शुभकामना देता हूं और SIDBI आने वाले दिनों में नए लक्ष्य को लेकर के और नई ऊंचाइयों को पार करने में सफल होगा, ऐसी मेरी शुभकामनाएं हैं।

और मुद्रा platform प्रधानमंत्री मुद्रा योजना आने वाले दिनों में देश की आर्थिक, जो पक्की धरोहर है उसको जानदार बनाना, शानदार बनाने के काम में मुद्रा बहुत बड़ा role play करेगी। और ये पूंजी उसकी सफलत की कुंजी बने, ये मंत्र को हम चरितार्थ करेंगे। इसी एक शुभ आशय के साथ आज इस महत्वपूर्ण योजना को प्रारंभ करते हुए मुझे खुशी हो रही है, मेरी बहुत-बहुत शुभकामनाएं।
