Participatory Budgeting - Innovation in Planning and Budgeting by Government at National, State and Local Levels


Each member of parliament has to prepare a plan for his constituency for the next budget period and send it to the Government for inclusion in the budget for the coming year. He has to consider state level and national level projects and their relation to the development in his constituency. He has to show some light on the resources that will be available and resources that will be spent at national level and his constituency level.

MPs have to participate actively in the planning and budgeting process of the Government proactively.

This will help in decentralized planning and development, as the central government is forced to take into consideration the plans proposed by each MP in consultation with people in his constituency.

The above statement was made by Prof K.V.S.S. Narayana Rao in February 2016 during the following presentation.

Role of Small and Micro Business Units in Various Countries



Small and micro businesses are very important for providing employment in all countries of the world.

There is estimated to be two million small and medium businesses in Australia employing perhaps seven million workers in a national workforce of almost 12 million.

About 60 per cent of the workforce works in small business  Big business is important
to Australian prosperity but it is small business that ‘touches’ the heartland of the Australian
nation. Small and Medium Enterprises (or SMEs), are by far the largest employer of the Australian
people. SMEs range in size from sole traders up to businesses employing almost 200 workers. Big business is defined as enterprises employing more than 200 employees.

Australia is a  nation of traders, farmers, retailers, professionals and builders like many other nations.

The Australian workforce is comprised of 11.9 million workers which has increased by
200,000 workers over the year to June 2016 ( by an average of 154,000 per year over the
preceding six years).

At June 2015 there were 1.199 million sole proprietor businesses in Australia up 3,700
over the previous 12 months. It can be said that sole trader businesses are growing at a rate of
about 70 per week

Then there are the slightly larger small businesses that employ between 1-4 people. The ABS estimates there were 582,000 of these businesses in Australia at June 2015 up 13,500 over the previous 12 months. In this category the largest numbers of businesses are in construction
(113,000) and professional services (89,000).

At the larger end of the small business spectrum are businesses employing 5-19 workers. The ABS estimates that there were 196,000 businesses in this category at June 2015 including 25,000 in
accommodation & food, another 25,000 in retail and 24,000 in construction.

Medium sized businesses are defined by the ABS as enterprises employing between 20 and 199 workers. At June 2015 this category of business accommodated 51,000 enterprises across Australia
with most enterprises operating in accommodation and food (7,000), manufacturing (6,000) and retail trade (5,000).

Economist Dr Rajiv Kumar was named the new Vice-Chairman of NITI Aayog.

He has a DPhil in economics from Oxford and a PhD from Lucknow University. But what is effort of cultivation.

Arranging for water for cultivation is part of cultivation. A farmer should not wait for rain this year for this year's cultivation. Chanakya in Artha shastra wrote about the importance of irrigation. Irrigation through wells and irrigation through tanks was mentioned by him. Farmers have to create storage capacity for water. They need to increase its capacity year after year. As population is expanding we need more and more irrigation. Modern technology has made dams possible. Have we built enough dams. Proper planning is necessary to plan dams and construct them to do good to the society. Farmers have to participate in dam planning and construction so that farmers who lose land are taken care of adequately by the farming community. Irrigation has to be the responsibility of farming community only. Government is only a representative of the farming community. It is not a separate agency to be blamed or exploited.

The last NSSO survey puts the number of micro units at 6 crore (60 mil) and number of employees at 11 crore (110 mil). There is an opportunity to promote one crore (10 million) new firms and provide employment to another one crore (10 million) persons employment through MUDRA finance giving one lakh crore rupees to new firms and giving another one lakh crores to firms with plan to give employment to one more person. This requires two lakh crores as priority Mudra finance and another 1.5 lakh crores can be given to other micro units. Thus the government and Mudra agency can target Rs. 3.5 lakh crore credit under Mudra for the year 2018-19. The target for this year 2017-18 is Rs. 2.44 lakh crores. So providing additonal Rs. 1.06 lakhs crore is within the feasibility tests.

In four years, with the above plan for credit, the employment in micro units can be raised to Rs. 20 crores. The number of units will go up to 10 crore.

Of course many changes are to be brought into micro units promotion and financing based on inputs from users, facilitators, regulating agencies and banks. Research studies from various agencies - academic institutions, NGOs, banks, industry and business associations, and government agencies are needed to identify potential powerful ideas which need to be implemented.

The share of Micro, Small & Medium Enterprise (MSME) contribution to GDP will significantly increase from the current 8 percent to 15 percent by 2020, according to a study report by KPMG-CII.

The MSME sector contributed 8% to India's GDP  for 2011-12. India has the potential to increase the share of contribution to GDP from its MSME sector from current 8 percent to about 15 percent by the year 2020," it said.

According to study,  employment to the extent of 50 percent of the overall employment representing 300 million jobs across agricultural, manufacturing and services sectors will be provided by MSME.

The GDP growth rate is likely to achieve 8.5 percent level and India is expected to be an approximately USD 5 trillion economy by the year 2025.

Budget
Government of India has announced founding a apex bank to fund MSME sector through indigenous money lenders and small banks. It also announced Credit Guarantee fund for MSME units. Thus it has taken steps to increase bank credit/finance support to MSME sector in India.

Naidu was born on 1 July 1949 at Chavatapalem, in the Nellore district of the Indian State of Andhra Pradesh.

He completed schooling from Z.P. High School, Butchireddy palem(Nellore), and pursued his bachelor's degree in arts from V. R. College. further, he acquired a bachelor's degree in law with specialisation in international law from Andhra University College of Law, Visakhapatnam.

He attended the Rashtriya Swayamsevak Sangh in his childhood. He joined ABVP during his college days. He was elected as the president of the students union of colleges affiliated to the Andhra University when he was student of law

He was part of Separate Andhra movement. He took active part in Anti emergence agitation. He was active in Janata Party. Moved to national politics. Became president of the party.

Mudra Finance for Micro Units - Role of Bank Branches in India

A recent report says India has 6 crore micro units. It employs total 11 crore person including owners of micro units. It contributes Rs. 11 lakh crores valued added.

We need to plan for 10 crore micro units supporting creation of new units at the rate of one crore per year for the next four years. This will create 4 crore persons new employment.

We can also plan for fresh employment to one crore persons every year in micro units by reserving loans for units that promise one extra job in their unit.

Thus in four to five years, India can plan to have 10 crore micro units employing 20 crore persons and contributing at least Rs.20 lakh crores to the value added in India.

The number on bank branches in India at the end of June 2016 is 1.30 lakhs.

It means every branch on average has to service 800 micro units under Mudra finance scheme to provide finance to 10 crore micro units. Banking infrastructure has to be developed to handle this size of business and certain bank officers have to be trained specially to cater to this segment. The credit need of this segment may be more than Rs. 10 lakh crore. It can be as big as agricultural credit.
