Each member of parliament has to prepare a plan for his constituency for the next budget period and send it to the Government for inclusion in the budget for the coming year. He has to consider state level and national level projects and their relation to the development in his constituency. He has to show some light on the resources that will be available and resources that will be spent at national level and his constituency level.
MPs have to participate actively in the planning and budgeting process of the Government proactively.
This will help in decentralized planning and development, as the central government is forced to take into consideration the plans proposed by each MP in consultation with people in his constituency.
The above statement was made by Prof K.V.S.S. Narayana Rao in February 2016 during the following presentation.

Participatory Budgeting in Europe: Democracy and public governance
Yves Sintomer, Anja Röcke, Carsten Herzberg
Routledge, 10-Mar-2016 - Political Science - 268 pages
Can participatory budgeting help make public services really work for the public?
Incorporating a range of experiments in ten different countries, this book provides the first comprehensive analysis of participatory budgeting in Europe and the effect it has had on democracy, the modernization of local government, social justice, gender mainstreaming and sustainable development. By focussing on the first decade of European participatory budgeting and analysing the results and the challenges affecting the agenda today it provides a critical appraisal of the participatory model. Detailed comparisons of European cases expose similarities and differences between political cultures and offer a strong empirical basis to discuss the theories of deliberative and participatory democracy and reveal contradictory tendencies between political systems, public administrations and democratic practices.

Participatory Budgeting
Anwar Shah
World Bank Publications, 2007 - Business & Economics - 269 pages
In the past three or four decades, public finance theorists and practitioners have struggled to identify and design institutional arrangements to help close the gap between the preferences of voters and the mix of public services actually delivered. Participatory budgeting is potentially a good approach.
This book presents an authoritative guide to the principles and practice of participatory budgeting, providing a careful analysis of the potentials of participatory budgeting in strengthening inclusive and accountable governance as well as risks associated with interest group capture of participatory processes. For interested policy makers and practitioners, the book presents the "nuts and bolts" of participatory budgeting. It provides a regional survey of such practices worldwide and draws lessons from seven individual country case studies. A CD-ROM included with the book contains these seven country case studies on Bangladesh, India, the Philippines, Russia, South Africa, Thailand and the Ukraine.
